Mory, a charismatic cowherd who drives a motorcycle mounted with a bull-horned skull, and Anta, a female student, meet in Dakar. Alienated and tired of life in Senegal, they dream of going to Paris and come up with different schemes to raise money for the trip. Mory eventually contrives to steal the money, and much clothing, from the household of a wealthy homosexual while the latter is taking a shower. Anta and Mory can finally buy tickets for the ship to France. But when Anta boards the ship in the Port of Dakar, Mory, poised on the gangplank behind her, is suddenly seized by an inability to leave his roots, and he runs away madly to find his bull-horned motorcycle, only to see that it has been ruined in a crash that nearly killed the rider who had taken it. The ship sails away with Anta but not Mory while the hauntingly melodious song "Love Is Fleeting, But Rejection Lasts a Lifetime" is sung and Mory sits next to his hat on the ground, staring disconsolately at his wrecked motorcycle. The action primarily takes place in The Mogamma in Cairo, a well-known mammoth-sized government building that is a center of bureaucratic work. Adel Imam's character, Ahmed, queues up at the Mogamma one day to try to get a school transfer for his children, but gets bogged down. Endless lines of citizens march through the building and up and down its iconic spiral staircases seeking help. One government worker frustrates Ahmed particularly, because he is constantly praying in a show of alleged piousness to avoid getting any work done. This leads to a scuffle between the two, and eventually Ahmed ends up with a rifle from a guard and shots are fired in the resulting confusion. A mass spontaneous evacuation of the building ensues, Ahmed inadvertently takes the building hostage, and subsequently is assumed to be a terrorist. He is joined in his "takeover" by a few other "misfits," including Hind, a prostitute played by Yousra.

Masry is an Egyptian who left his country when only 10 years old. He returns to Egypt 20 years later following the death of his father. Masry desires to get back in touch with his roots and to revive his nostalgic memories of how Egypt used to be. However, he quickly becomes disenchanted upon experiencing first hand the chaos that Egypt has descended into. He learns the hard way that Egyptians citizens have very few rights and that they live a very tough life where foreigners are often treated with more respect than Egyptians themselves. Noam, a young Israeli reservist working at a checkpoint while on reserve duty, is crushed when he witnesses a Palestinian woman giving birth to a dead baby; he also locks eyes with a young Palestinian man there, Ashraf. He then gets back to Tel Aviv as he has finished his military service. There he shares a flat with another gay man, Yali, and a woman, Lulu, who works in a soap shop. Adel Imam stars as Qadri, a widower and newly appointed government minister, whose four grown sons live with him. In her first acting gig, Lebanese singer Nicole Saba plays the buxom-blonde role of Danish student Aneta Henry Gothenburg, visiting Egypt for the first time to pursue her studies. She stays with Qadri and his family. Highlighting cultural differences in comedic fashion (among other things, free-spirited Aneta tries to teach Qadri's sons about sex, and intrudes on a government meeting dressed as a bellydancer), Qadri eventually falls for Aneta, but so do his sons. Millions tells the story of 8-year-old Damian, a Catholic school boy, whose family moves to the suburbs of Widnes after the death of his mother. Soon after the move, Damian's "hermitage" in a cardboard box by the train tracks is disturbed by a bag of money flung from a passing train. Damian immediately shows the money to his brother, Anthony, and the two begin thinking of what to do with it. Anthony wants the money all to himself. Damian, kind-hearted and religious, had recently overheard three Latter-day Saint missionaries lecture other members of the community on building foundations of rock rather than foundations of sand, an old Christian principle which dictates that self-worth should be based on the teachings of Christ rather than any other object of worship such as Money/Mammon or Power. Team America: World Police, a paramilitary anti-terrorism force, has a home base located inside Mount Rushmore. The team comprises Lisa, a psychologist; Carson, her love interest; Sarah, an alleged psychic; Joe, a jock who is in love with Sarah; and Chris, a martial arts expert who harbors a deep mistrust of actors. The team is led by Spottswoode and a supercomputer named I.N.T.E.L.L.I.G.E.N.C.E..
