Hong Kong treasure hunter Jackie, a.k.a. "Asian Condor", is summoned by Baron Bannon at his mansion in Madrid, Spain, where he is told of a story of a German commander named Hans von Katterling and his regiment burying 240 tons of gold at a secret base deep in the Sahara Desert in Africa before the end of World War II. The 18 soldiers involved in the operation disappeared under mysterious circumstances. By request from the United Nations, Bannon gives Jackie an unofficial mission to locate the base and recover the gold. Aside from acquiring the key to the base, he is partnered with Ada, an expert in African geography. Upon discovery of the gold, Jackie is promised one percent of the treasure, or roughly 2.5 tons of gold.

Lorna Cole (Rene Russo) is pregnant with LAPD sergeant Martin Riggs' baby; they are not married, but both are thinking about it. Police sergeant Roger Murtaugh's daughter Rianne (Tracie Wolfe), is also pregnant, and Riggs later learns from Lorna that Rianne has secretly married Lee Butters (Chris Rock), a young detective who works at the same station as Murtaugh and Riggs – secretly because Roger had made it clear that he does not want his daughter to marry a police officer. Four days after the events of the first film, detective James Carter is on vacation in Hong Kong, visiting his friend, Hong Kong Police Force Chief Inspector Lee, as he was sent along with Lee in saving the life of the Chinese counsel's daughter in Los Angeles. The fun is put on hold when a bomb explodes at the United States Consulate General, killing two undercover U.S. custom agents inside. Inspector Lee is assigned to the case, which becomes personal when it is discovered that it somehow involves Ricky Tan, his late police officer father's former partner. Tan, who was suspected of having a role in Lee's father's death - though the connection was never proven - is now a leader of the Triads. This, however, causes a rift between Lee and Carter, the later who simply wants to enjoy his vacation and not get into any danger.

The brash and ambitious Fong Sai-yuk meets the beautiful Ting-ting during a track and field competition and falls in love with her. Ting-ting is the daughter of Tiger Lui, a hot-headed hooligan. Genji's protection of Kawanishi provokes Housen's current leader, Narumi Taiga (Nobuaki Kaneko), to declare war against Suzuran. Genji and his allies go on the defensive, engaging in several violent conflicts with Housen's "Army of Killers".

Kaburagi Kazeo is a new transfer student at Suzuran All-Boys High School. While walking to school, he witnesses a group of students get clipped by a passing town car. He arrives just in time for the “opening ceremony”, a showdown between Goura Toru, the school's number one fighter, and another student. In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.
