Actress Elsie Manning (Lora Baxter) is engaged to Horace Baker (Blaine Cordner), but has also been in a romantic relationship with James Nichols (Russell Hicks) who has named her as the beneficiary in his will. Not knowing about her engagement, Nichols asks his wife for a divorce and is refused. Nichols dies in Manning's apartment after she tells him she's engaged to someone else. When Baker arrives on the scene, he agrees to help her dispose of the body by having Nichols moved to a sanitarium. The owner, Dr. Gruelle (Leo Carrillo), tells them Nichols was murdered by poison and attempts to extort money from Manning for his statement that the death was of natural causes. Gruell tries the same scam on the widow of Nichols (Louise Prussing), who eventually agrees when the poison is found in her purse. It is revealed that Gruell is really a corrupt police inspector named Mr.

French financier Paul Reynard (Rathbone) is sentenced to a ten-year term in a South American penal colony for bank fraud. Bill Martin, graduate from Princeton University, is the proud owner of a small boulder of an island off the coast of Florida called "Morgan's Island." It is a deserted useless rock to Bill, but by pure chance he stumbles across a treasure map pointing to his island. The map is presented to him by a peg-legged old sailor, Tobias Clump, after Bill and his friend "Stuff" Oliver saves the man from drowning. Clump was pushed into the water by a "phantom," who also tore the treasure map in half and got away with one part. Clump tells them that the map shows the way to infamous buccaneer Sir Henry Morgan's twenty million dollar treasure.

Erique Claudin (Claude Rains) had been a violinist at the Paris Opera House for twenty years. However he has been losing the use of the fingers of his left hand, which affects his violin-playing. He is dismissed because of this, the conductor of the opera house assuming that he has enough money to support himself. This is not the case however, for Claudin has spent it all by anonymously funding the music lessons of Christine Dubois (Susanna Foster), a young soprano whom Claudin has secretly fallen in love with. In a desperate attempt to gain money, Claudin tries to get a concerto he has written published. After submitting it and not hearing a response, he becomes worried and returns to the publishers, Maurice Pleyel & Georgette Desjardins, to ask about it. No one there knows what happened to it, and do not seem to care. Claudin persists, but Pleyel rudely tells him to leave and goes back to the etchings he was working on.

After serving in Europe during World War II, Herbie Brown (Lou Costello) and Slicker Smith (Bud Abbott) return to the United States aboard a troop ship. Also onboard is their old nemesis, Sgt. Collins (Nat Pendleton). As the ship nears New York, Collins and his superiors search the men's belongings for contraband. A six-year-old French orphan, Evey (Beverly Simmons), whom Herbie and Slicker befriended, is found in Herbie's duffle bag. She is handed over to Lt. Sylvia Hunter (Joan Fulton), who delivers her to immigration officials in New York. However, during a shift change at the office, Evey is mistaken for a neighborhood kid and set free. Meanwhile, Herbie and Slicker are back to their pre-war occupation of peddling ties in Times Square. Collins is also back at his old job--a police officer assigned to the same beat. He is about to arrest the boys when Evey shows up and helps them escape.
