In the late 2030s, solar flares irradiate the Earth, killing over 99% of the world's population. The survivors gather in a network of safe cities and build primitive humanoid robots, called Pilgrims, to help rebuild and operate in the harsh environment. These robots have two unalterable protocols: they can not harm any form of life, and they may not modify any robot. The film opens as Eddie Lomax (Jean-Claude Van Damme) drives an Indian motorcycle in an open desert plain (referred to as the Dry Lake). Soon enough, the motorcycle breaks down and Eddie dismounts, carrying nothing but his jacket, his .45 pistol, and a bottle of tequilla. Nick Cassidy and Rudy Duncan are cellmates in prison two days away from release. Nick has been corresponding with a young woman named Ashley Mercer, who is waiting for him on the outside. After Nick takes a shiv in a prison fight and dies, Rudy, who just wants to have a cup of hot chocolate after he reunites with his family, takes his place and lets the beautiful Ashley think he is the one who has been writing her. Gabriel, the leader of a gang who assaults Rudy and Ashley in their cabin, and is Ashley's brother and tells "Nick" that the gang, with Nick's help, will rob the casino he used to work at. Rudy reveals he is not Nick, but Ashley continues to confirm he is and that she wrote to him knowing Gabriel was going to kidnap and force Rudy to assist in the robbery. Rudy, while furious with Ashley, is reluctantly forced to go along with his ruse.

After orchestrating a robbery, bank Vice President Jeremy Stanton (Dean Cain) gets lost driving in the desert, en route to meeting his family with a deadline of eight hours. He listens to tapes by a lifestyle guru (the film is divided into sections titled according to chapters from the guru's best-selling book) and seeks help from a telephone route-finding service, which gives him guidance that does not agree with his map. At first it seems as if he has succeeded in the perfect crime, but things quickly deteriorate – he is pursued by one of his fellow robbers (Danny Trejo), a ruthless killer whom he double crossed; his wife begins to doubt the choices they've made; he attempts to turn himself in to a state trooper, who is found dead by his pursuer's hand – and self-doubt plagues him. The film is almost a solo performance, with few other characters except Stanton and Judy (Ashley Scott), the woman from the telephone route-finder service, and tension builds in a Kafka-esque style as it becomes clear that things are not what they seem. Ultimately, it is revealed that Judy has been paid by his pursuers to lead him into a trap. He is surrounded and one of his pursuers taps on the window as the movie ends.
