The film tells the story of an indigenous Bolivian community receiving medical care from the Peace Corps-like American agency Cuerpo del Progreso ("Progress Corps") which is secretly sterilising local women. The Bolivians attack the foreigners, and the attackers are rounded up and shot by the authorities. The brother of the shot protagonist desperately seeks medical care for his brother, but due to lack of money for proper care his brother dies.

In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. The CIA learns that its agent Tom Bishop (Brad Pitt) has been captured trying to free a Briton, Elizabeth Hadley (Catherine McCormack), from a People's Liberation Army prison in Su Chou near Shanghai, China. Bishop is being questioned under torture and will be executed in 24 hours unless the U.S. government claims him. If the CIA claims Bishop as an agent, they risk jeopardizing the trade agreement. Exacerbating Bishop's situation is the fact that he was operating without permission from the Agency.

The film's plot is based on the Kennedy assassination and subsequent investigation. The film begins with the assassination of President Marc Jarry, who is about to be inaugurated for a second six-year term of office. Malgré tout, elle envoie anonymement le mémo à la presse afin de tenter d'empêcher la guerre qui s'annonce inutile et aux conséquences désastreuses. Mais, en choisissant d'exposer cette vaste conspiration politique, la lanceuse d'alerte met en danger sa vie, son couple, sa liberté et son sens du patriotisme. Although set during the war, the tale is more of a mystery than a story about the war. Sergeant First Class Buck McGriff (Willem Dafoe) and Sergeant First Class Albaby Perkins (Gregory Hines) are two joint services Criminal Investigation Division (CID) agents on duty in war torn Saigon. When a prostitute is found murdered they discover that the prime suspects are high ranking U.S. Army officers. As they investigate they find that there have a string of at least six murders in the last year, but the previous inquiry was shut down from higher up the chain of command. Investigations lead them to Colonel Dexter Armstrong (Scott Glenn), but Armstrong rules himself out of inquiries by committing suicide. With the help of a French nun Sister Nicole (Amanda Pays) and their non-commissioned officer in charge, Master Sergeant Dix (Fred Ward), they finally close in on their target. As their investigation leads them closer and closer to the murderer, they find their lives are in danger and they end up nearly being sent home. The movie ends with an unexpected twist when they rule out all their suspects by conducting an interview in a Viet Cong tunnel base, and their NCO is the killer.

The film opens in a Warri prison in the Niger Delta where a noose is being set up to hang Ebiere (Mbong Amata). It switches to Los Angeles, California; Tom Hudson (Mickey Rourke), CEO of Western Oil is kidnapped on his way to the airport by a movement group tagged "United People's Front for the Emancipation of the Niger Delta People of Nigeria". The kidnap is carried out by Tamuno (Enyinna Nwigwe - the leader of the movement, Timi (Wyclef Jean), Opuwei (Akon), Timi (Razaaq Adoti) and Pere (Robert Peters) after orchestrating an accident near the second street tunnel. Also kidnapped is a reporter, Kristy (Kim Basinger) and her cameraman. Tom Hudson, his wife (Kristin Peterson) and Kristy, together with several others at the accident scene are captured and held hostage within this tunnel which has already been closed off on both sides by the group. Seven hours, no communication is heard from the tunnel - the police, the anti-terrorism unit and the general public have no idea who the "terrorists" are or what they want. Meanwhile in the tunnel, Tamuno tells Tom that they are in Los Angeles to save Ebiere and declares that if Ebiere is eventually hung in Nigeria, then the "truly guilty" ones should go with her. He releases the women and children and instructs Kristy to record what is happening in the tunnel.

The film opens to the sounds of a couple having sex. Afterwards, Carlos the Jackal (Aidan Quinn) kills a spider in its web with his cigarette and evicts the woman (Lucie Laurier) from his room because he claims he has work to do. He is seen donning a disguise, and he walks to a cafe where CIA officer Jack Shaw (Donald Sutherland) is sitting at a table outdoors. He recognizes Shaw and asks for a light. Shaw does not recognize Carlos, because of his disguise, but he turns to watch Carlos enter the cafe. He watches as Carlos detonates a grenade, killing dozens of people.
