In The Bronx, the Lieutenant drops his two sons off at Catholic school. After they leave the car, and before he drives to work, the Lieutenant takes a few small bumps of cocaine. His first case is a double murder. He wanders away from the scene to get some coffee, and across the street, he watches a petty thief rifling through the trunks of parked cars, which the Lieutenant ignores. He approaches a group of drug dealers, who run off as he approaches. The Lieutenant follows one dealer into an apartment building and up the stairs. The dealer waits for him in the hallway, and the Lieutenant gives him a bag of drugs from a crime scene. The film is about the residents of a small rural town whose inhabitants start to exhibit strange and violent behavior after a small earthquake ruptures the seal on a toxic waste burial site. The toxic material has migrated into the town's local dairy milk supply. Stuart, played by Tim Matheson, and his girlfriend Jennifer, played by Meg Tilly, come to the town to visit her hospitalized mother. The couple begin to notice increasingly odd behavior by several of the townspeople. Although Stuart drinks the local milk, Jennifer does not. As the day progresses, the townspeople and Stuart begin to exhibit signs of violent and extreme sexual behavior. Jennifer visits her friend Margo (Amy Stryker) where she observes evidence that she broke her son's arm. When Jennifer tries to leave in her car, she can't because the kids have slashed her ties. When she tries to leave in Margo's car, the kids trap her in the garage and set it on fire. Jennifer barely escapes with her life. The local doctor (Hume Cronyn) euthanizes Jennifer's mother then takes his own life. Stuart discovers that Jennifer's brother Eddie (Bill Paxton) harbors incestuous feelings for her and kills him. In deep space, a race of gelatinous creatures abandon their dying world. Pushed through space by the solar wind, they make their way to Earth and land in San Francisco. Some fall on plant leaves, assimilating them and forming small pods with pink flowers. Elizabeth Driscoll (Brooke Adams), an employee at the San Francisco Health Department, is one of several people who bring the flowers home. The next morning, Elizabeth's boyfriend, Geoffrey Howell, DDS (Art Hindle), suddenly becomes distant, and she senses that something is wrong. Her colleague, health inspector Matthew Bennell (Donald Sutherland), suggests that she see his friend, psychiatrist Dr. David Kibner (Leonard Nimoy). While driving to a book party Kibner is attending, they are accosted by a hysterical man (Kevin McCarthy, in a direct homage to the original film). The man runs off, and is soon seen dead, surrounded by a crowd of emotionless onlookers. At the party, Matthew calls the police about the incident, and finds them strangely indifferent. An agitated party attendee starts declaring that her husband is not her real husband. Kibner works to reconcile them. He also suggests that Elizabeth wants to believe that Geoffrey has changed because she is looking for an excuse to get out of their relationship.
