The film begins in a large garage structure, where Cpt. Proctor (Lance Kinsey) and Commandant Mauser (Art Metrano) meet up with former Police Academy cadets, (now Sgts.) Chad Copeland (Scott Thomson) and Kyle Blankes (Brant van Hoffman).
