Riots and violence cause deaths and destruction in Mumbai city but the Chief Minister Balraj Chauhan (Amrish Puri) because of some political motive, does not take any preventive step. The film opens at Hindu College in Delhi with the story of three students, Siddharth Tyabji (Kay Kay Menon), Geeta Rao (Chitrangada Singh) and Vikram Malhotra (Shiney Ahuja). Siddharth is a driven revolutionary who dreams of bringing a revolution in the state of Bihar that will end the caste-based discrimination there; bring social justice, and, change the society for the better. Inkaar is the love story of Maya Luthra (Chitrangada Singh) and Rahul Verma (Arjun Rampal) set against the backdrop of sexual harassment. When misunderstandings are created between the two lovers Maya and her mentor Rahul, she files a case of sexual harassment against him. A committee is set up by the advertising agency they work in to investigate their case and find out the truth.
