Tom Reagan is the advisor and right hand man for Leo O'Bannon (Albert Finney), an Irish American mob boss who runs an unspecified eastern city during Prohibition. Two mentally ill women who are clearly suffering from not otherwise specified delusional disorders, a mother and a (grown) daughter, live together in a secluded mansion. They are in a relationship and both are recognised for their beauty. They spend their days playing perverse BDSM-related incestuous games in memory of their sadistic patriarch who, when he was still alive, raped his daughter when she was eleven, murdered several servants, and is now a mummified corpse with which the daughter is shown having sex. In the last two days of 1999, Los Angeles has become a dangerous war zone. As a group of criminals rob a Chinese restaurant, the event is recorded by a robber wearing a 'SQUID', or "Superconducting Quantum Interference Device", an illegal electronic device which records events directly from the wearer's cerebral cortex, and when played back through a MiniDisc-like device called a "deck", allow a user to experience the recorder's memories and physical sensations. Lenny Nero is a former LAPD officer turned black marketeer who deals in bootleg SQUID recordings. His main supplier, Tick (Richard Edson), tries to sell the robbery clip to him. Lenny eventually agrees to buy it at a reduced price, having to cut out the last part where the rig records the robber's death by falling; clips that record the wearer's death are known as "blackjack" (snuff) clips, because the experience is described as "jacking into the big black" by Tick.

Christine (Richardson) is the maid of a well-to-do widow (Julie Walters) and her daughter (Sophie Thursfield). Her sister, Lea (May) is hired on the recommendation of Christine. Michael Dublin (Chad Ortis) is a shyster specialised in illegal betting. One night during an illegal car race he gets beaten up by a participant whose car he's previously sabotaged. When his opponents are about to stash him away, a feisty female neighbor steps in. Katherine Parker (Rebecca Neuenswander) saves him and Dublin is impressed by how artfully she decks her much heavier, more muscular opponent. The next morning, Dublin finds Parker and asks her to hire him as promoter. She refuses him at first, but after she ends up in prison for attending an illegal boxing event and Dublin manages to get her out, he persuades her to go on a tour with him. William Lee is an exterminator who finds that his wife Joan is stealing his insecticide (pyrethrum) to use as a drug. When Lee is arrested by the police, he begins hallucinating because of "bug powder" exposure. He believes he is a secret agent with two handlers or controllers in the forms of a talking insectoid typewriter and an alien "Mugwump". The bug assigns him the mission of killing Joan. She is allegedly an agent of an organization called Interzone Incorporated. Lee dismisses the bug and its instructions and kills it. He returns home to find Joan having sex with Hank, one of his writer friends. Shortly afterwards, he accidentally kills her while attempting to shoot a drinking glass off her head in imitation of William Tell.
