Cartoon Noir is a 1999 feature film anthology film consisting of six animated short subjects from five countries. The short films brought together for this anthology were Gentle Spirit (1987) by Polish animator Piotr Dumala, Club of the Laid Off (1989) by the Czech artist Jiri Barta, Abductees (1995) from England’s Paul Vester, The Story of the Cat and the Moon (1995) from Portuguese animator Pedro Serrazina, and a pair of shorts from American filmmakers: Suzan Pitt's Joy Street (1996) and Julie Zammarchi's Ape (1992).
Cartoon Noir was released on DVD in 2000.

The film starts with the image of a mechanism beginning to work - as the gears move (behind the scenes), the sun slowly rises up over a town and a new day begins. The town, Hamelin, is shown to be one which is full of corrupted, petty people, where everything is wasted and money and social rank are the first priority. The waste leads to a gigantic rat infestation at night. As the town leaders meet to decide on the best course of action, a stranger appears in the doorway - a hooded piper who with the sound of his playing can entice rats to run over a cliff to their deaths. The town leaders are very happy and offer him 1000 gold coins as payment if he would get rid of all of the town's rats. The piper accepts, and begins walking through the city, leading all of the rats behind him. At the same time, a jewellery seller who was among the elite group of leaders walks into a woman's home and asks her to marry him. The woman (who is so far the only character who doesn't look grotesque, implying innocence) refuses. The jeweller persists, but before he can do anything the piper passes by her house and the jewellery seller is forced to jump out of the window at the sound of the music. After all of the rats jump into a lake, the piper comes back into town, on the way once again stopping the jeweller's advances on the woman. The piper and the woman sit on the bench together as he plays a beautiful melody that is accompanied by paint-on-wood animation (a complete change of style from the rest of the film).

In an attic full of discarded junk, a pretty doll called Buttercup lives in an old trunk together with her friends, the marionette Sir Handsome, the lovable Teddy Bear, a Mechanical Mouse and the plasticine creature, Laurent. When Buttercup is snatched and taken off to the Land of Evil, her pals set out on a wondrous and daring adventure to rescue her from the all-powerful Head of State. Originally produced in the Czech language, the meticulously crafted animated feature is set in a magical world of toys and knick-knacks stored in the attic of a home in Prague. Following the symbolism of the Cold War era that impacted director Barta and the Czech Republic, the world of the attic is divided into the land of happy toys in the west and the land of evil in the east. The despotic Head of State rules over the evil empire of the east with a band of sinister minions, insects and rotted vegetables. When the lovely "Buttercup" is kidnapped and held prisoner by The Head, it is up to her friends - a teddy bear, a mechanical mouse and marionette puppet - to cross the international boundary and attempt their daring rescue. A teddy bear, a mechanical mouse, and a marionette join forces to save their kidnapped friend, Buttercup the doll, from the denizens of the Land of Evil.

In the near future, a revolutionary new psychotherapy treatment called dream therapy has been invented. A device called the "DC Mini" allows the user to view people's dreams. The head of the team working on this treatment, Doctor Atsuko Chiba, begins using the machine illegally to help psychiatric patients outside the research facility, using her alter-ego "Paprika", a sentient persona that she assumes in the dream world.

In the prologue, a scientist named Tonio is reading a diary which belonged to a famous architect named Godey, his great-grandfather, indicating that two Pokémon between their dimension are fighting, and that the battle could lead to chaos. The story is set in 1959 and is told with only a few brief snatches of dialogue, much of it in Gaelic. A down-on-his-luck illusionist (known by his stage name, "Tatischeff") watches his popularity and employment in Paris dry up. He packs his meager belongings and props, including an ill-tempered white rabbit, and moves to London. There he finds himself as the irrelevant act following a popular rock band. Patema is a princess from a civilization that lives in a system of tunnels and caverns deep underground. She likes to go exploring the world outside her village, despite being frequently warned of a mysterious danger that supposedly exists out there. While looking around in the "danger zone", Patema is confronted by a figure standing on the ceiling, upside-down. She falls into a deep pit, and finds herself on the surface world, above ground, where she meets a boy named Eiji. They discover that the effect of gravity is reversed for Patema's people; to Eiji, Patema is upside-down, while from Patema's perspective, Eiji and his entire world are upside-down, which puts her in great danger of falling up into the sky.

In the future, on the planet Dorothy, a world dominated by canine humanoids, duck's ass-hairstyle wearing "Sweet" JP races in the planet's Yellowline car race, a final elimination race despite two interplanetary wars to the most popular race in the galaxy, the Redline. The crowd is watching the race on an outdoor giant monitor screen in the desert town of the Water Stop. His mechanic, Joshua "Frisbee" Flathead, is watching the televised race with a mafia boss. The gambling boss is concerned that JP might attempt to win the fixed race but Frisbee reassures him that JP needs bail bond funds from the pay-off. JP attempts to win anyway while Frisbee resorts to using a remote detonator transmitter hidden in the palm of his hand which the mob boss doesn't notice, causing JP's TransAM20000 to explode and making the 'Crab Sonoshee Sea' hovercraft piloted by female racer Sonoshee "Cherry Boy Hunter" McLaren the winner.
