Irwin "Fletch" Fletcher (Chevy Chase), a reporter for the L.A. Times, is contacted by the executor of his late-aunt's will, attorney Amanda Ray Ross (Patricia Kalember). Ross informs Fletch he has inherited his late-aunt's mansion and 80 acre plantation property, Belle Isle, in Thibodaux, Louisiana. Upon arriving in Louisiana, Fletch is disappointed to find the mansion completely dilapidated, but nonetheless agrees to keep on its caretaker, Calculus Entrophy (Cleavon Little). Fletch has dinner with Ross at her home that evening and she tells him of a $225,000 bid for Belle Isle made by an anonymous buyer. After sleeping with Ross, Fletch awakens the next morning to find her dead.

C.I.A. Agent Sean Davidson (David Bradley) is sent on a new mission. It turns out that the situation is really a grave one. Colonel Scott Mulgrew (Booth) an anti-American Army officer from Britain has sided with Sheik Maksood (Ron Smezarack) a Muslim militant who is planning to use a suitcase nuke to erase New York from the face of the earth. They also are training a secret Ninja Army in an old British fort. Mulgrew's army captures four commandos from a Delta Unit force run by the African government, and Mulgrew threatens to burn the commandos alive and nuke the Big Apple unless he is paid 50 million dollars. The local Police chief also supports him. Sean and his sidekick Carl are parachuted near the fort.

The film shows a scene of a girl being kidnapped from a charity plane by Vietnamese rebels (a U.N. supplies [as in food and medicine] plane) in Vietnam. Then we are taken to the United States to a detention center in Los Angeles where the warden of the center and 6 of the toughest prisoners are hired to rescue the girl, whose name is Gabrielle Presscott, daughter of Jameson Prescott, CEO and billionaire. Warden Toliver and prisoners (by last name only, their first names are never revealed) Butts and Monster (black youths), Lopez and Vasquez (Latino youths, with Vasquez being a girl), and Brophy and Lamb (white youths). The group travels to Vietnam with three days to rescue Gabrielle, spending one day to train and the rest of the days to find her.

The film opens in the small town of "Liberty", where a vicious group of neo-Nazis have been terrorizing the populace, most recently having murdered an African-American pastor and set fire to his church. While visiting his sister and brother-in-law in Liberty, Tommy Lee (Phillip Rhee) crosses paths with the group's leader Donnie Hansen (Mark Rolston), and is drawn into the conflict when his sister is attacked in their car. Later, the group attempts to harass a schoolteacher named Margo (Gina Gershon) at the local 4-H fair, but Tommy intervenes and fends them off. Ungrateful at first, she eventually warms up to Tommy when they are set up on a blind date, and they start a relationship. Meanwhile, the neo-Nazis launch an assault on Tommy's family. After saving Margo from an attempted rape, Tommy returns home to find his sister badly beaten. He and his brother-in-law, the local sheriff Jack Banning (Christopher McDonald), decide to take matters into their own hands and invade the group's heavily guarded compound, where Jack's children have been taken hostage. After a long, climactic fight, the children are rescued and Tommy defeats Hansen in single combat, but refuses to kill him, knowing that it would only further his message of hatred. As Tommy turns away, Hansen takes aim at him with a rifle, prompting a local teenager named Owen Tucker (Peter Simmons) to shoot and kill Hansen himself, thus brokering a new peace in the town. The ending scene shows the pastor's child reading from the Bible and the church being rebuilt.

A retired secret service agent, Captain Matt Hunter (Dudikoff), takes on a sinister right-wing political organization called the Pentangle. He comes to the aid of his best friend Larry Richards (James), an African-American politician who has become a target for the Pentangle's henchmen. The film begins in Northern Iraq, in 1985, during the Iran-Iraq War. Colonel Doug Matthews (Dudikoff), a U.S. Marine hired to help train Iraqi troops to fight off the Iranians, arrives somewhere in the northern part of Iraq only to discover that Iraqi troops are killing people in the nearby village. Doug disagrees with this and attacks Dallai, the leader of the Iraqi troops, but loses. Five years later, in August, at Baghdad Airport, the news reports that Iraq has invaded Kuwait and that all foreign nationals are to be evacuated. However, Ben Matthews (Tommy Hinkley), Doug's diabetic brother, who is a teacher, is taken away from his wife and child by Iraqi guards for interrogation and is held hostage to lure Doug in to a trap.
