In 1949, Ed Crane (Billy Bob Thornton) is a low-key barber in the town of Santa Rosa, California. Danny Vinyard (Edward Furlong), a high school student and budding neo-Nazi in Venice Beach, California, receives an assignment from Mr. Murray (Elliott Gould), his history teacher, to write a paper on "any book which relates to the struggle for human rights". A recently promoted police inspector (Gian Maria Volonté) kills his mistress (Florinda Bolkan), and then covers up his involvement in the crime.
