Synopsis

A senator's grandson is murdered while incarcerated at California's notorious "Doscher State Prison", nicknamed "Dachau" by convicts for the number of unsolved murders of inmates that have taken place therein. Hired by the senator, Gulf War veteran John Woodrow (Tommy Lee Thomas) infiltrates the prison to find the murderer, and learns that the grandson was killed by corrupt head guard Lt. Hopkins (Eric Roberts). When Hopkins discovers Woodrow's true identity, he has him tortured by inamates and guards. After an arduous shooting chase through the desert, Woodrow escapes.

The story follows the escape of two men from an Alaska prison, the efforts of a railroad dispatch office to safely stop the out-of-control train they are on, and the hunt by their warden to recapture them. Oscar "Manny" Manheim is a ruthless bank robber and hero to the convicts of Stonehaven Maximum Security Prison. After two previous escape attempts the doors to Manny's cell have been welded shut for three years. A court order compels Manny's nemesis, the vindictive and sadistic Associate Warden Ranken, to release him back into the general prison population. Manny intends to break out a third time with his older brother Jonah Manheim, but is forced to set his escape plan into action in the middle of winter. Ranken employs a serial killer to give Manny the incentive, by stabbing him grievously through his left hand. Jonah fatally stabs the serial killer to death in retaliation, and in turn is severely beaten by the prison guard, leaving him in a high-security hospital wing.

The plot mostly involves the two main characters, Ching and Yiu and problems they face with Mickey, a fellow inmate and "Scarface", a high-ranking officer. Yiu is sentenced to three years for manslaughter. In a fight for his father, he kicked a man onto the path of a bus. Ching was sent to prison for killing his wife for being a prostitute. During the end of the film, inmates decide to go on hunger strike to protest against the cigarette price rise, this causes problems with "Assassin". Ching bit "Assassin"'s ear off and gets an extended sentence, Yiu is released from the prison.

De La Vega decides that fate has brought them together, and agrees to make Alejandro his protégé, grooming him to be the new Zorro. Murrieta agrees to undergo De La Vega's training regimen in order to be able to take revenge on Captain Harrison Love (Matt Letscher), Montero's right-hand man, who was responsible for killing Murrieta's brother, Joaquin.
