Synopsis

Après le décès de leur père, Kate et son frère Mike déménagent dans une paisible ville de l'Oregon. This film is the story of a group of unruly teenagers whose parents send them to a rehabilitation boot camp to turn them around. The camp collects each child individually, then delivers them to the boot camp facility owned by Dr. Arthur Hail, on a remote island in Fiji. There are no walls to stop the teenagers from leaving, but escape is impractical due to the surrounding sea. On arriving at the camp, the teenagers are forced to wear cuffs with sensors around their ankles—if they attempt to escape, security will be alerted.

A man is discovered breaking into his own jewelery shop in the dead of night. Eddie Devane (William McNamara) is a young Seaman Apprentice who has carried out a number of inventory-related scams along with his partner-in-crime Howard (Crispin Glover) and made a lot of money during his service. A day before his discharge, Eddie is assigned to escort a prisoner from the marine base at Camp Lejeune along with the authoritarian, no-nonsense Chief Petty Officer Rock Reilly (Tom Berenger). Eddie is of course not pleased with this development. When Howard sees a grumpy-looking Eddie being escorted from his superior's office by a couple of other seaman, he thinks Eddie has been found out and arrested for his scams. In order to destroy evidence, he goes to Eddie's desk and finds the money, the existence of which Eddie had concealed from him.

The film opens on truck driver Patrick Quid (Stacy Keach) as he pulls into a motel for the night. Quid notices a man in a green van checking in with a female hitchhiker he had passed earlier because the trucking company policy forbids it.
