The film is narrated by Cayden, an average teenaged boy approaching the end of high school. Jerry Logan, a cab driver in Las Vegas, picks up a nervous passenger who offers him $100 to get to the airport as quickly as possible. Unknown to Jerry, the man has stolen $1 million from the Al Chambers, a mob-connected casino owner. Chambers himself skimmed the money from mob boss August Gurino. Knowing that Gurino will kill him if he notices the missing money, Chambers sends assassins to recover it. Although they successfully kill the thief, Logan escapes with the cash. Desperate, Chambers hires an expensive hitman, David Eckhart, who tracks Logan to his house. Logan escapes with the money and flees the city on a train. Before he leaves, he confides in a friendly waitress, and Eckhart intimidates her into revealing Logan's destination. Eckhart kills the waitress and follows Logan.

During the 1999 Russian Presidential elections, the two leading candidates are Igor Komarov (Patrick Bergin), a former Colonel of the KGB, and a retired General Nikolai Nikolayev (Joss Ackland). Stone Alexander is a quiet boy of about 7 years of age, whose mother has just given birth to his younger brother, David. Avner, an adept Israeli military officer is selected as the leader of a Mossad team of expert agents for a covert mission to avenge the Munich massacre and other recent terrorist acts. The movie revolves around the exploits of Captain Nolan (Harris), an Irish Canadian who catches marine animals to pay off the mortgage of his boat, and return to Ireland. Nolan's crew is looking for a great white shark for a local aquarium, but a scientist named Ken (Carradine) is being targeted by the shark. An orca comes and kills the shark, saving Ken. This switches Nolan's target to the orca. While Nolan is on the journey with his crew, he tries to capture what he believes to be a bull orca, but mistakenly harpoons a pregnant female. Nolan and his crew get the orca on board, where she subsequently miscarries. The crew hoses the dead fetus overboard as the male looks on screaming.
