Synopsis
Jack, a loner cop loses his partner to a crazed terrorist during a hostage rescue. He settles for the terrorist going to Death Row. What Jack doesn't know is that the terrorist was turned into a cyborg for a special "Anti-Terrorist Group".Actors

Now promoted to Army Rangers, Joe Armstrong (Michael Dudikoff) and Curtis Jackson (Steve James) are sent to a remote Caribbean island to aid the Marine Corps in investigating the disappearance of many of its soldiers. The commanding officer, "Wild Bill" Woodward (Jeff Weston) briefs them on the situation: four marines were captured, but he doesn't know who or what they are since terrorism is out of the question. A boy named Toto (Elmo Fillis) is the only witness when he saw two soldiers get beat up by a gang and then taken by a group of men in black suits. A retired secret service agent, Captain Matt Hunter (Dudikoff), takes on a sinister right-wing political organization called the Pentangle. He comes to the aid of his best friend Larry Richards (James), an African-American politician who has become a target for the Pentangle's henchmen. Private Joe Armstrong (Michael Dudikoff) is conscripted into the U.S. Army by a judge, as an alternative to prison. In Japan, the home of Chozen "Cho" Osaki (Sho Kosugi) is attacked by an army of ninjas, resulting in the slaughter of his entire family except for his mother and his younger son, Kane (Kane Kosugi). C.I.A. Agent Sean Davidson (David Bradley) is sent on a new mission. It turns out that the situation is really a grave one. Colonel Scott Mulgrew (Booth) an anti-American Army officer from Britain has sided with Sheik Maksood (Ron Smezarack) a Muslim militant who is planning to use a suitcase nuke to erase New York from the face of the earth. They also are training a secret Ninja Army in an old British fort. Mulgrew's army captures four commandos from a Delta Unit force run by the African government, and Mulgrew threatens to burn the commandos alive and nuke the Big Apple unless he is paid 50 million dollars. The local Police chief also supports him. Sean and his sidekick Carl are parachuted near the fort.

Lee Reyes plays Hiro, Master Tetsu's (Pat Morita)'s grandnephew, who is the last of the true ninja. His granduncle sends him to apprentice under Joe Kastle, (David Bradley), who is the American Ninja, to gain experience. Hiro cares only for his Game Gear and has little interest in the ways of the ninja. Joe in addition to being the American Ninja also owns a boat. In order to meet the American Ninja, Lisa (Anne Dupont) "varnishes" his boat when in fact she was asked to "tarnish" it. While having dinner Lisa is kidnapped by Viper (James Lew) and a host of multi-colored ninjas, and so the American Ninja and Hiro sneak onto a plane to Venezuela to save her. It is revealed that Lisa is the daughter of a scientist, under the employ of Glock (Clement von Franckenstein), who is being forced to develop a nerve gas for a Latin American despot. Before the American Ninja and Hiro can rescue Lisa and her father from "Viper", the mysterious ninja that appears and reappears with a puff of smoke, the American Ninja must reawaken the ancient ninja tradition within Hiro with a 5-minute training montage. Viper is defeated in a climactic airplane battle scene, and Joe returns to Los Angeles to kiss Lisa on the bow of his boat.

A group of Russian mobsters have stolen a huge supply of paper for printing U.S. currency, and are now flooding the market with counterfeit bills. When one of the mobsters decides to turn herself in and hand over a data CD to the DA, she is shot and killed, but not before handing the disc to an unsuspecting Tommy Lee. Despite working with the police as a martial arts instructor, Lee doesn't go to the cops with the disc, but instead goes on the run, giving the mafia time to kidnap his daughter to hold as a hostage in exchange for the disc. When Lee catches the mobsters fleeing in a C130, he raises himself on a fire engine and casts the mobster's own bomb into the plane as landing gear doors close.
