Synopsis
L.A. Detective Sam Dietz (Leo Rossi), struggling to emotionally survive his previous big case (from in the first Relentless film) is unwillingly paired with a shady FBI agent Kyle Valsone (Ray Sharkey), during a case tracking another serial killer (Miles O'Keefe), who kills seemingly at random. But every time Dietz gets a lead, Valsone gets in the way and somewhat throws off the investigation. Suspecting more than meets the eye, Dietz goes around the law to learn the identity of the killer and find out what Valsone is hiding and his connection to the killer. Meanwhile, Dietz's wife Carol (Meg Foster) now estranged from him due to his long hours, tries to deal with her current situation and their uncertain future.Actors

Gangster boss Vic Luca (Rip Torn) is scheduled to appear in court and so hires a hit man/shoe salesman Chris Caleek (Lance Henriksen) to kill the witnesses. He has a mole in the police force who tells him names and locations of the witnesses. Unfortunately, during the last hit, the professional killer enters the wrong house. When owner Jack Collins comes home, he finds his pregnant wife unconscious in the kitchen, his friend dead in the living room and his son kidnapped. Sam Dietz (Leo Rossi) is a rookie Los Angeles detective recently transferred from New York City. He is paired up with veteran detective Bill Malloy (Robert Loggia) in order to find and stop a serial killer. The killer is Arthur "Buck" Taylor (Judd Nelson), the son of a former LAPD cop whose motive for killing is frustration over not having been accepted to the force and failure in the eyes of his father. Taylor chooses his targets by randomly looking up their names in the phone book and skillfully covering up his tracks by using his skills and knowledge that he learned while on the force. While in pursuit of Taylor, both Dietz and Malloy become his next planned targets for murder.

The film events take place in a futuristic, cyber-punk New York City, where convicted felon Roger Mason (Gary Daniels) is serving a sentence and is locked away in a high security prison facility, where Cryonics are applied to some of the inmates, including Mason himself, to keep them in a state of suspended animation. Mason, despite all the security measures applied at his confinement facility, manages to escape repeatedly to see his daughter, which is the only reason why he's making attempt after attempt to break free. However, the authorities are able to catch him and bring him back every time to serve even a longer sentence as punishment for his attempts to escape. Since he's being cryonically frozen to serve his time for years at a time, he remains practically the same age while his daughter grows older normally. As more and more time keeps being added to his original sentence, his escape attempts become more of an obsession rather than a goal.
