Synopsis
Colombian drug lord Ramon Cota (Billy Drago), the richest drug kingpin in the world, controls the cocaine industry with an iron fist. His drugs pour steadily into America, corrupting the country's youth and causing a feud between the DEA and San Carlos, Cota's country of origin.Actors

A woman in a parking garage has trouble starting her car. Three thugs appear, force her out, and begin to rape her when Paul Kersey appears out of nowhere. He shoots the first two to death and wounds the third. Kersey blocks the exit, where the third mugger pleads for his life. Paul shoots him and then rolls the criminal over with his foot and reveals him to be himself. The assault turns out to just a bad dream Kersey was having.

The film begins by showing a group of Cuban refugees on a boat sailing for the United States. They are at first met by what appears to be a U.S. Coast Guard boat, with armed personnel. The captain of the vessel declares that the refugees are welcomed to the United States, only to have the Guardsmen open fire on them and take several bags of cocaine hidden in the boat. It is revealed that the armed personnel were communist Latin American guerrillas disguised as U.S. Coast Guardsmen.

The film opens as two white nationalists destroy an apartment complex in which most of the residents are minorities. Veteran police officer, Sgt. The film opens with a campfire story being told by Clovis Madison (Roscoe Lee Browne) to a group of children, about a man named John McKenna (Chuck Norris) who was killed a century ago in the Tanglewood forest while fighting bandits. Detective Rita Rizzoli (Whoopi Goldberg) is an undercover narcotics police officer who stages an undercover buy with drug dealer Tito Delgadillo, when during the bust she sees her friend and informant Charlene being dragged out of the bar by her pimp and runs to her aid, alerting Delgadillo of being an undercover cop. After saving Charlene and shooting the pimp, Rizzoli notices all the money used for the buy is missing. Delgadillo retreats to a warehouse in Los Angeles where a family of Asian immigrants is preparing plastic envelopes of imported cocaine stamped with the gang's brand name "Fatal Beauty". One worker, however, has been sampling too much of the drug and, in his intoxicated state, prepares envelopes with a fatally high concentration of cocaine and a misaligned stamp. Delgadillo discovers the error but before they can correct it, the house is attacked by two small-time hoods, Leo Nova and Earl Skinner (Brad Dourif and Mike Jolly) who kill everyone within including Delgadillo and steal the lethal product.

Undercover San Francisco narcotics cops Sean Kane (Chuck Norris) and Dave Pierce (Terry Kiser) head into a dark alley to meet up with an informant by the name of Tony Montoya (Mel Novak) who promises to break their big investigation wide open by providing the name of the oriental drug ringleader. Ranger Captain Walker and Rangers Francis Gage and Rhett Harper are involved in a shooting at a bank where a group of robbers hijack the operators. Ranger Harper kills two of the robbers while the leader is able to escape. A form of guidance missile accidentally ends up in the hands of a thirteen-year-old who does not know that three Koreans, who are very skilled in combat, is what they're looking for. The criminals go to the kid's house where they kill his father. The boy manages to escape, but the criminals remit to look for work. Jimmy has to leave for a family vacation and away from the group, while Gage is following the case of the boy, helped by the Ranger Kay Austin. As if that were not enough a girl with whom he had an appointment Ranger Harper is killed and all evidence leads to Ranger Harper.
