An American oil tanker mastered by Capt. Steve Jarvis (Raymond Massey) is sunk in the north Atlantic Ocean by a German U-boat. After a German U-boat drops off Nazi saboteurs, RCMP Corporal Wagner (Flynn) captures the leader, Colonel Hugo von Keller (Helmut Dantine), the only survivor after an avalanche wipes out the rest of the group. When left alone with the Canadian Mountie, von Keller discovers that Wagner speaks German and is of German ancestry, and tries to persuade his captor to help him. After being taken into custody, von Keller leads a jailbreak from a prisoner of war camp, enlisting other German soldiers in his escape. Wagner, seemingly under suspicion by the RCMP of being a Nazi sympathizer, is court martialed and contacted by Ernst Willis (Gene Lockhart), a real enemy agent, who hires him as a wilderness guide.

Filled with flashbacks, the film relates the story of Lt Hearn (Cliff Robertson) who is an aide to General Cummings (Raymond Massey), who treats Hearn as a son and a friend. The General believes that commanding officers ought to inspire fear in their subordinates, in order to enforce discipline. Hearn expresses distaste for these views, preferring instead that soldiers should have mutual respect for each other, regardless of rank. During World War II, Jean Picard (Errol Flynn) is a convicted killer being led to the guillotine. He escapes during an air raid but is captured by French Sûreté Inspector Marcel Bonet (Paul Lukas). They learn that a bridge has been blown up by three saboteurs, and that the Germans have taken 100 hostages who will be killed unless the saboteurs are apprehended by the Vichy police. To buy time in order to escape again, Picard persuades Bonet to let him pose as one of the saboteurs to save the hostages. In the course of enacting a story that will convince the Vichy that Picard is one of the escaped saboteurs, he and Bonet encounter the real saboteur, captured by the Vichy, and aid him in escaping.

The film retells the story of the Trojan War, albeit with some major changes from the Iliad's storyline: Paris of Troy (Jacques Sernas) sails to Sparta to secure a peace treaty between the two powerful city-states. His ship is forced to return to Troy in a storm after he has been swept overboard on the shore of Sparta. Paris is found by Helen, Queen of Sparta (Rossana Podestà), with whom he falls in love. He goes to the palace where he finds Helen's husband, King Menelaus (Niall MacGinnis), Agamemnon (Robert Douglas), Odysseus (Torin Thatcher), Achilles (Stanley Baker) and many other Greek kings debating whether to go to war with Troy. Menelaus, who is denied by Helen, sees that his wife and Paris are in love and, pretending friendship, plots Paris' death.
