Bangalore-based police inspector Amar (Akshay Kumar) is approached by Mumbai's police commissioner, Vinod Talwar (Naresh Suri), and is assigned the task to go undercover and locate and kill the killer(s) of a businessman, Khanna. Dr Ram Prasad Ghayal (Amitabh Bachchan) is a renowned doctor who has been successful in all the operations in his career and has skillfully operated many delicate surgeries. A gangster named Shah, owing allegiance to the Janardhan gang, is killed by Chimaanbhai (Paresh Rawal). Although he is in prison, Janardhan ensures that Chimaanbhai is notified of his anger and vengeance. Chimaanbhai arranges a meeting with Janardhan and kills him. Some schoolchildren and their teacher, Aarti Singh, who are at a picnic nearby witness this, but Chimaanbhai and his men hunt them down and kill them all. The entire country is shocked at this killing, and the police are under pressure to apprehend the killers at any cost.

Governor Jaisingh Sinha (Raj Babbar) is a popular and prominent political figure of the state, besides being well known as an upright person. One day, Gov. Sinha presides over a meeting on the issue of "Open Door Policy", a scheme which will pave the way for foreign companies to operate in India, by implementing usage of computer, industrial machinery etc. The meeting is attended by influential industrialist Meghnad Chaudhry (Dalip Tahil), Union leader Vilas Rao (Sharat Saxena) and minister Mantriji (Prem Chopra), among others. While Chaudhry is in favour of the policy because it would generate foreign investment in India, Vilas Rao strongly opposes the policy which would bring with it the unemployment of a large number of workers because of the utilization of computers and industrial machinery. The difference of opinion of Chaudhry and Vilas Rao leads to a heated argument between the two for which Gov. Sinha terminates the meeting without arriving at any decision on the policy.

The film revolves around a gangster named Mustafa (Patekar) who is a contract killer and can go any limit to please his superiors and offers 5 times Namaz. He was adopted by a powerful don Shanta Prasad (Rawal) when he was a child. He calls Shanta as Abba (an Urdu term for father). Abba taught him the crime tactics and made Mustafa his weapon for his illicit crimes. Mustafa's only aide is Sudama, his childhood best friend. Abba shares enmity with the Verma brothers Mahesh, Rohan and Bipin (Pradhan, Joshi and Bahl) which the trio wants to kill Abba. Meanwhile, a dancer Kavita (Tandon) who works in Verma's dance club. Mustafa falls for her which heats up enmity of Vermas and Mustafa. Kavita meets Mustafa and he tells his life's history to which Kavita develops a soft core for Mustafa. He marries her and love blossoms. But this happiness does not last long as Kavita gets killed in a car blast (a plan hatched by Vermas to kill Abba instead). Her death made Mustafa realise his mistakes and wants to end up giving up crime. He kills Mahesh's son by planting a bomb on his forehead. He goes to Dixit's house where he is disliked by them but his heart warming nature wins the Dixit's family's heart. Abba is happy that Mustafa is recovering from his trauma and helps Vikram (Joshi) for his education and job, bails out Dayanand Dixit (Satam) by false crimes and helps Vidya to marry Arun (Behl). Meanwhile Bipin's lustful eyes falls on Vidya. During elections Mustafa involves in a brawl where he kills Mahesh and his Rohan in a bomb blast and helps the politician Imtiaz to win. Mustafa now wants to surrender himself to police and refuses to work for Imtiaz and Abba anymore. Imtiaz orders Abba to kill Mustafa in fear that in future he will confess the crimes of Imtiaz and Abba. In the wedding night, Bipin enters the house and tries to rape Vidya but Mustafa slits him brutally with a mirror piece. Police arrives and Mustafa is about to surrender but before he wants to marriage ceremony to be complete. Abba arrives and offers Mustafa to continue his work again but he refuses. Mustafa offers Namaz for thanking Allah. Helpless, Abba has no other option but to obey the orders of Imtiyaz and finally orders his men to shoot Mustafa and kills him. A hearbroken yet angered Sudama then kills Abba.

The affable Nandu (Sanjay Dutt), a small-time crook who is hired to deliver a mysterious package to a notorious criminal named Pinky (Paresh Rawal). Inspector Arjun is an honest and diligent police officer. He has an older stepbrother named Bhishma, and a younger brother named Suraj. While Bhishma lives with their mother in the village, Arjun and Suraj live in the city. Suraj gets employed at a poultry farm, but finds out that this is just a front for drugs like cocaine. His attempts to get this information to the police and his brother are in vain, as he is captured by the owners of the poultry farm, who owe their allegiance to notorious gangster Dhaman Chamunda. When Dhaman comes to know about Suraj, he decides to teach Arjun and Bhishma a lesson – first by splitting them up over the property they own in the village, then by framing Bhishma for the death of Suraj. With anger and hostilities reigning high amongst the two remaining brothers, the Chamunda Brothers decide to take full advantage of this situation, and watch in glee as the two brothers go against each other, in a fight to death. Bhishma and Arjun clear their misunderstandings but when their stepmother is killed by the Chamunda Brothers they unite and kill them one by one until eventually destroying their empire.

A woman Neha (Ramya Krishnan) witnesses the murder of a friend of her named Madhu (Divya Dutta) by a notorious smuggler Zorawar (Paresh Rawal) but she skips while being chased by Zorawar's goons and ends up in the secure custody of police inspector Arjun Singh (Amitabh Bachchan), a friend of police inspector Pyare Mohan (Govinda). In reality, Neha, unaware of their identities, believes Arjun to be "Pyare", about whom she was agreeably apprised of by Madhu, and so, Arjun has to impersonate Pyare, giving rise to hilarious situations. Concurrently, Pyare flirts with Seema (Raveena Tandon) - Arjun's sister. Everything could have been passable for the two cops if two lookalikes of the cops, by the nicknames "Bade Miyan" (Amitabh Bachchan) and "Chote Miyan" (Govinda) had not been a cause of concern for them because of the misdeeds they commit leading to Arjun and Pyare being accused as the miscreants everytime. With background scores of the songs (specially "Bade Miyan Toh Bade Miyan") that stir the listeners, the movie advances through scenes of thrill and amusement.
