During his murder spree, Jeffrey Dahmer (Jeremy Renner) conducts sadistic experiments on his victims before he murders them. The film begins in 1944 with John Christie murdering his neighbor Muriel Eady: he lures her to his flat in 10 Rillington Place by promising to cure her bronchitis with a "special mixture", then incapacitates her with carbon monoxide gas, strangles her with a piece of rope, and has (implied) sex with her corpse. He buries her in his flat block's communal garden, where a dog uncovers one of his previous victims.

The film starts with a framing device of psychologist Dr. Arnold (Patrick Bauchau) in a session with Karla Homolka (Laura Prepon) at Canada's Regional Psychiatric Centre in Saskatoon, Saskatchewan. After moving from Michigan to Florida, Aileen Wuornos, a prostitute, meets Selby Wall in a gay bar. After initial hostility and declaring that she is not gay, Aileen talks to Selby over beers.
