Fanny Foley Herself is a 1931 American Pre-Code comedy-drama film shot entirely in Technicolor. The film was the second feature to be filmed using a new Technicolor process which removed grain and resulted in a much improved color. It was released under the title Top of the Bill in Britain.

Synopsis

Edna May Oliver plays a widowed woman with two daughters (Helen Chandler, Rochelle Hudson) who attempts to revive her career as a vaudeville performer. Her wealthy father-in-law, who believes that a vaudeville performer is not fit to bring up children properly, forces her to choose between her daughters or her career. In the end, all is forgiven and the father-in-law asks Fanny to sing one of her songs.

Dr. J. Dockweiler Droop (Robert Woolsey) is a carnival charlatan, scamming local shills out of their hard earned money. He adopted Rosie (Anita Louise) when she was three, and has raised her to become a pretty young woman, who is just as good an operator as her adoptive father is. As they pass through a small town, Rosie falls in love with Billy Lowe (John Darrow), and pleads with Dockweiler to leave the carnival life and settle down. Dockweiler agrees, and the two leave the carnival.

In the year 1890, the honorable Judge William Priest enforces justice in an old Kentucky town. The film begins with the comedic trial of Jeff Poindexter. Jeff Poindexter, a black man, has been accused of stealing chickens. Although Judge Priest is presiding, he is reading a newspaper while Senator Horace Maydew argues the plaintiff’s case. In fact, no one, but Senator Maydew, seems to care about the case. Jeff Poindexter sleeps through Senator Maydew’s testimony. After Senator Maydew is finished with his argument, Judge Priest asks the sheriff to wake up Jeff Poindexter. When Jeff reveals he got his name from Major Randolph Poindexter, Judge Priest and the other confederate veterans in attendance become very excited. They praise Major Poindexter’s ability to lick the Yankees. While the confederate veterans reminisce over the civil war, Senator Maydew complains that such history has nothing to do with the case. Judge Priest says it is relevant because Major Poindexter would often steal Yankee chickens. Next, Jeff reveals he was only trying to fish for catfish. Judge Priest, a fishing enthusiast himself, has a discussion with Jeff about his fishing. After the trial, Jeff lives with Judge Priest.

Miss Withers (Edna May Oliver) discovers the dead body of her colleague, music teacher Louise Halloran (Barbara Fritchie), in a schoolroom. She summons her old friend, Inspector Oscar Piper (James Gleason), but by the time he arrives, the corpse has disappeared. Having watched the only entrance (other than a fire exit with an alarm), Miss Withers knows the killer must still be inside. When the police search the building, Detective Donahue (Edgar Kennedy) is knocked out in the basement. Meanwhile, Miss Withers notices various clues, including a tune on the blackboard in Halloran's classroom. The body is found being burned in the basement furnace. Then, the fire alarm goes off; the murderer has escaped.
