An organization within the United States government called the Division has been secretly hunting down and experimenting on people with psychic abilities since 1945. Two "Movers", Nick Gant (Colin Ford) and his father Jonah (Joel Gretsch), are running from Agent Carver (Djimon Hounsou), a Division "Pusher". Jonah tells Nick of a vision he received from a "Watcher" about a young girl he must help in the future in order to take down Division. Jonah helps Nick escape as Carver arrives and kills Jonah.

The film is a semi-autobiographical account of Augusten Burroughs' (Joseph Cross) childhood. His mother, Deirdre (Annette Bening), who wishes to become a famous poet, suffers from severe mood swings and erratic behavior. Augusten's alcoholic father, Norman (Alec Baldwin), proves to be of no help. By the time he is a teenager, Augusten no longer feels safe in his own house because of his parents. Morgan Delt (David Warner) is a failed artist and son of communist parents who own a fish and chips shop in downmarket London. His upper-class wife, Leonie (Vanessa Redgrave), has given up on him and has just secured a divorce in order to marry Charles Napier (Robert Stephens), an art gallery owner of her own social standing. Given the innately rich and personal world of fantasy Morgan has locked himself into, he goes off the deep end. Troy Johnson (Josh Janowicz), the supplier of prescription drugs to fellow high school students in the fictional southern California town of Hillside, commits suicide. Troy's best friend Dean Stiffle (Jamie Bell), is prescribed more antidepressants by his psychiatrist father Bill (William Fichtner) after discovering the body. When Dean returns to school, he is antagonized by drug dealers Billy (Justin Chatwin) and Lee (Lou Taylor Pucci), who were supplied by Troy. Their friend, Crystal Falls (Camilla Belle), flirts with Dean, but he soon realizes that her true intentions are for Dean to retrieve the remaining drugs in Troy's home and refuses to cooperate.
