The film takes place in an unidentified city (presumably New York City) in the modern day, and follows the characters of Rufus King (Thomas Downey) and Jacob Van Helsing (Rhett Giles), both of whom have been observing recent attacks made upon young teenagers in the city at night. Van Helsing correctly identifies that the attacks are being made by a group of vampires residing in the city. The vampires are led by a foreign seductress named Countess Bathorly (Christina Rosenberg), who hopes to use the humans to feed her growing vampire clan and to eventually seize control of the city, while at the same time using her growing power to gain the powers of "the Master". Discovering Bathorly's plan, Van Helsing and King begin to hunt down and destroy the vampires one by one, until they finally face the Countess herself and try to kill her once and for all, before her evil consumes the city and allows Dracula's curse to consume the human race.

In Salt Lake City, Alex Corvis (Eric Mabius) is a death row convict framed for the murder of his girlfriend Lauren Randall (Jodi Lyn O'Keefe). Three years later, he is sentenced to death in the electric chair. When he is asked for his last words, he says he still loves Lauren and that he is innocent. However, the guards ignore his plea to live, and the switch is pulled. The generator is struck by lightning during the electrocution, overriding the electricity, and Alex suffers a painful, excruciating death. Soon after the execution, Alex is resurrected by a mystical crow and gifted with supernatural abilities, so he can clear his name and avenge Lauren's death. Alex follows the crow to the Salt Lake City police department's evidence room, where he discovers that Lauren was killed by a group of corrupt cops. Alex has a vision of one of the killers, who has a scar on his arm matching one he saw just before his execution. Alex finds the knife that was used on Lauren, and then goes to her grave. There, he meets with Lauren's sister Erin (Kirsten Dunst), who believes he is guilty. He tells her that he will prove his innocence, and disappears.

Bill (Thomas Favaloro), an independent film director, discovers waitress Gloria (Chelsea Turnbo) in a Hollywood eatery and casts her in the lead role of Kim in his new film, Sunset Dreams, which is financed by his friend Rod (Alan Bagh), a Silicon Valley entrepreneur, and Rod's wife, Nathalie (Whitney Moore). Shortly into production of Sunset Dreams, a toxic rain falls on Hollywood which causes preserved killer birds and cavemen to emerge out of the La Brea Tar Pits and zombies to come to life in a nearby cemetery. On October 30, Devil's Night in Detroit, Sergeant Albrecht is at the scene of a crime where Shelly Webster has been beaten and raped, and her fiancé Eric Draven then died on the street outside, having been stabbed, shot, and thrown out of the window.
