A young African American orphan (Mario Van Peebles) is taken in by the proprietor of a Los Angeles brothel in the 1940s. While working there as a towel boy, he loses his virginity at a young age to one of the prostitutes. The women name him "Sweet Sweetback" in honor of his sexual prowess and large penis. As an adult, Sweetback (Melvin Van Peebles) works as a performer in the whorehouse, entertaining customers by performing in a sex show. One night, a pair of LAPD officers come in to speak to Sweetback's boss, Beetle (Simon Chuckster). A black man had been murdered, and there is pressure from the black community to bring in a suspect. The police ask permission to arrest Sweetback, blame him for the crime, and then release him a few days later for lack of evidence, in order to appease the black community. Beetle agrees, and the officers arrest Sweetback. On the way to the police station, the officers arrest a young Black Panther named Mu-Mu (Hubert Scales). They handcuff him to Sweetback, but when Mu-Mu insults the officers, they take both men out of the car, undo the handcuff from Mu-Mu's wrist, and beat him. In 1898, Buffalo Soldiers from the U.S. Army's 10th Cavalry Regiment, led by Jessie Lee (Mario Van Peebles), are fighting in the Spanish–American War in Cuba. As the segregated African-American unit is barely holding its own against constant attacks from enemy troops, Jesse runs back to the command post of the corrupt and racist Colonel Graham (Billy Zane) to request that the 10th Cavalry be allowed to pull back. Colonel Graham orders Jessie to shoot a deserter in exchange for allowing the 10th to retreat. Unable to kill a man in cold blood, Jessie demonstrates excellent marksmanship by shooting the man's cigar from his mouth. Colonel Graham then kills the deserter, and offers Jessie's command of the 10th to Little J (Stephen Baldwin), another White prisoner (the alternative would be to face the firing squad). Graham then orders the 10th to fall back in order to begin another mission, one in which they will be required to wear civilian clothing, as opposed to their Cavalry uniforms. They are ordered to rob a Spanish gold shipment, which is a setup to give the Colonel an excuse to execute the entire 10th Cavalry as deserters. Nino Brown and his gang, the Cash Money Brothers, become the dominant drug ring in New York City once crack cocaine is introduced to the streets during the late 1980s. In 2001 in Iraq, two American Navy pilots—Butch Masters and Tom Craig—are ordered to bomb an abandoned plant. The order appears to be false. American experts get killed in the plant. A secret chemical device, called "Rainmaker", designed for oil fields destruction, gets stolen. Military court cannot prove the pilots' intentions, and gives them a dishonorable discharge. After seven years Craig is rich and famous. He manages a private pilot team, working for Top Gun and for movies. Masters is a grease monkey in a small airport. He still tries to investigate his old case, and dreams of his own pilot's team. In order to get a license to fly Russian jets, Masters goes to St. Petersburg, where he meets old friends and new problems. At the same time, a Kurdish terrorist group plans to capture a part of Northern Iraq and found a new Kurdish state there. They plan to use Rainmaker to destroy oil fields there and make the territory uninteresting for Americans. The terrorists' base is located in Northern Iran, and cannot be reached by US military. Navy intelligence offers Masters to clear his name by performing a secret off-records mission to Iran with a team of retired pilots. Using unmarked planes, they have to bomb the base and destroy "Rainmaker". Doomed to death, betrayed by friends, and left in the Syrian desert, Masters and his team finds unexpected support from the Russian Knights aerobatic team. Russians and Americans go to the final battle side by side.

Melvin Van Peebles stunned the world for the first time, with his debut feature, The Story of a Three Day Pass. Filmed in France and selected as the French entry in the San Francisco Film Festival, Melvin's film was awarded the top prize. Saying it was controversial would be an understatement. In 1968 for a black man to walk up to the podium and accept the top festival award for a film he had to go abroad to make—now that's how you make your mark. After his comedy, Watermelon Man, Melvin was determined to push the Hollywood boundaries with the groundbreaking, and even more controversial, Sweet Sweetback's Baadasssss Song. Turned down by every major studio including Columbia, where he had a three-picture deal, Melvin was forced to basically self-finance. Risking everything he had Melvin delivered to the world the first Black Ghetto hero on the big screen—whether they were ready or not! More than 30 years later, history is being fashioned again in the telling of this very tale. Mario Van Peebles, Melvin's son, directs an honest and revealing portrait of his pioneering father. Mario now tells the story of the making of Melvin Van Peebles' landmark 1971 film, Sweet Sweetback's Baadasssss Song, including Melvin's struggles to raise money to fund the film under the guise of creating a black porno film. Melvin had ducked creditors, the unions and had to bail out his camera crew after they were arrested because a white cop decided a bunch of Negroes and hippies could not have come by that camera equipment honestly. Despite death threats and temporarily losing sight in one eye, Melvin somehow managed to whip into shape a rag-tag, multi-racial crew and finish the film that would give birth to birth of a new era which was about to explode: Independent Black Cinema.
