The film opens in 1900 as Roberto Colombo, an Italian-American attorney living in the Little Italy section of New York City, is killed by gangsters as he meets with a police officer to give information about an attempt to extort money from him. His widow and son return to Italy where his widow dies. In 1908, his son Giovanni Colombo (Gene Kelly) returns to New York City, determined to conduct a vendetta against the men who killed his father. He meets up with childhood friend Isabella Gomboli (Teresa Celli) and police detective Louis Lorelli (J. Carrol Naish), both of whom try to dissuade him.

The story begins with a newsreel summing up the gangster life of John Dillinger in detail. At the end of the newsreel, Dillinger's father (Victor Kilian) walks onto the stage and speaks to the movie audience about his son's childhood back in Indiana. He talks of John’s childhood as having been ordinary and not very eventful, but concedes that his son had ambitions and wanted to go his own way. The young Dillinger left his childhood town to find his fortune in Indianapolis, but soon ran out of money. The scene fades to a restaurant, where he is on a date and finds himself humiliated by the waiter who refuses to accept a check for the meal; unable to pay for the meal, he excuses himself, runs into a nearby grocery store and robs it for $7.20 in cash. He makes the clerk at the store believe he has a gun in his hand under the jacket.

Dragon (Max Mok), an ex-triad member, gets out jail and decides to go straight. He then finds a job as a waiter in a restaurant. A.J. Raffles, the celebrated cricketer, is welcomed in the parlours and country estates of high society. This circumstance he uses to his advantage in his secret career as "The Amateur Cracksman", a master burglar and safecracker who remains always one step ahead of Scotland Yard. An old school friend, Bunny Manders, reintroduces Raffles to his sister, Gwen, with whom Raffles had been infatuated a decade ago. Raffles falls in love with her all over again, and she with him. When Bunny confides a crushing gambling debt over which he is considering suicide, Raffles assures him the money can be obtained. He plans to accept a weekend invitation to the country house of Lord and Lady Melrose; Lady Melrose's famous jewellery can easily solve Bunny's problem. Another guest, however, is Inspector MacKenzie incognito, who clearly suspects Raffles of being the Cracksman. Raffles plots to frame a petty criminal with the jewel theft...but keep the jewellery, of course.

Sawaki (Shin'ichi Tsutsumi) is a postman. He has an old friend Noguchi (Keisuke Horibe) who, unknown to him, had become a yakuza. Noguchi was being spied by the police for a long time. One day Sawaki delivers a letter to him and stays at his place for a while. During his stay Noguchi puts a package of drugs into Sawaki's letter bag. His finger, which he cut off as a symbol of loyalty to his gang, also accidentally falls into the bag. Viewing his relationship with Noguchi, the police think that Sawaki is a member of the yakuza and follow him. On reaching home, Sawaki finds a suicide note in his bag written by a cancer patient to her aunt. He rushes to the hospital to see the girl Kyoko (Kyoko Toyama) and falls in love with her. He meets a hit man Joe (Ren Osugi) there who tells him how he had won the contract killing competition called the "Killer of killers". The police profiler (Tomoro Taguchi), who was following Sawaki, comes to the conclusion that Sawaki is a member of the criminal gang. Meanwhile, Naguchi discovers that the finger he had cut was no longer in his house. All this marked the beginning of problems for Sawaki.

Tony wants to be a hitman for the Mafia, but first he has to learn from a master. Enter Stevie "California" Rossellini - cool, eats veggie dogs and quotes Nietzsche. Greco may not agree with Stevie's style, but he has to complete his training so he can go back and kill the Mafia's accountant, who is about to turn state's evidence.
