Synopsis

Ace marksmen Lee Kin-wah (Andy Lau) manages to prevent a potential slaughter due to his exceptional sharp-shooting skills. Though his immediate superior is angry at the cavalier attitude Wah displayed during the operation, the powers-that-be decide to promote the young police officer to their special arms unit, B.O.B. Along with his cheeky best friend Wai (Michael Miu), Wah joins the newly formed special unit that is trained to deal with expected terrorist attacks. Although he was the best in his former unit, Wah finds that there are a few rivals keen to undermine his glowing reputation. He also finds his arrogance attracting attention from the specially employed tactical researcher Jennifer Tang (Rosamund Kwan) whose knowledge of the enemy is constantly undermined by the self-centered Wah. Such petty rivalries are put to one side when I.B.S, an international terrorist collective, plan to attack a controversial politician. The special police unit go into action against the threat, but there are tragic casualties.

The story begins in the 1910s in early Republican China. Cheng Daqi, a young fruit vendor from Chuansha, is arrested and imprisoned after being framed for murder. He is saved by Mao Zai, an agent working for the Nationalist Government's secret police, after which he travels to Shanghai in search of a new life. In Shanghai, he meets Hong Shouting, a mob boss, and becomes one of Hong's apprentices. He also falls in love with Bao, a singer whom he eventually marries, even though his true love is actually Ye Zhiqiu, an opera actress from his hometown. At one point, Hong unknowingly offends the son of a general and is captured by the general's men. Cheng negotiates with the general and succeeds in striking up in a deal with him to release Hong and invest in their banking business. Hong feels so grateful to Cheng that he becomes sworn brothers with him later.

Interpol officer Dickson Kwan is sent to Hong Kong to investigate in a fake passport forgery case and collaborates with officer Pau Sei and Lau Ting Kin. The film is set in Foshan, China sometime in the late 19th century during the Qing dynasty. Liu Yongfu, the commander of the Black Flag Army, invites Wong Fei-hung on board his ship to watch a lion dance. Some sailors on board a nearby American ship hear the sound of firecrackers and mistakenly think that Liu's ship is opening fire at them, so they return fire and injure the dancers. Wong picks up the lion head and finishes the performance. Liu comments about the perilous situation China is in, and then gives Wong a hand fan inscribed with all the unequal treaties signed between China and other countries.
