Yuen Cheung-Yan is an actor, director, stuntman, and fight choreographer who has worked for many years in the Hong Kong film industry. During the 1970s and early 1980s, he worked with Yuen Woo-Ping (Yuen Cheung-Yan's brother) and other members of the Yuen family on several films, some of them kung fu comedies such as Shaolin Drunkard (1982) and The Miracle Fighters (1983).

Possessing unique super strength and martial arts skills since childhood, Ma Yongzhen (Philip Ng) travels from his hometown to Shanghai to seek a livelihood. There he meets rising gang boss Long Qi (Andy On), whose ruthlessness and powerful martial arts skills have put the four gang leaders of Shanghai’s reigning Axe fraternity on notice and pushed their territory from four even parts of Shanghai to just only half of it under the Axe fraternity and half under his own reign. Both youths possess insanely good martial arts skills. Ma righteously challenges Long Qi over his criminal activities at the pier with a duration of a cigarette in which if Ma won, he could have the entire truckloads of Opium for himself. Ma won the fight but instead of taking it and selling it out, he burnt the Opium right in front of Long Qi and Long Qi is impressed by Ma’s stalwart character and awesome martial arts skills. Soon, Long Qi offers to be Ma’s benefactor.

Rose Fairy is sailing along the river when she suddenly trips on a rope and falls into the water. The trap is set by the bandit Qingyise, who wants to rob her. He steals the Purple Sword from her and plans to sell it. Just then, Joker (the protagonist in A Chinese Odyssey) appears and makes Qingyise unsheathe the sword by pulling away its scabbard. Rose Fairy regains consciousness and mistakenly thinks it was Qingyise who unsheathed the sword. Phoenix is a peasant girl who dreams of becoming a dance star in the big city. One day, a previous resident of the town comes and offer ten slots at his factory to those interested in the town. Phoenix wins one, but she gives it to her best friend Snow instead. They both leave their town and travel to Shanghai. Snow takes a job in garment factory. Phoenix accidentally gets a job there too. She sneaks out at night and takes another as a janitor in a dance studio so she can learn enough to be in a hip hop street dance competition. After running into her several times, the owner of the studio helps her take dance classes. Eventually, he (Ron Chan), begins to drop his playboy exterior and takes her out to dinner. One day though, Phoenix catches him saying cruel things about her on the phone, although he tells her its just publicity. Suspicious, she follows him to the airport and sees him meeting another girl there. Phoenix flees back to her home, leaving Ron and Snow confused about where she went.

In Shanghai during the 1930s, Sing and his friend Bone attempt to join the Deadly Axe Gang which ruthlessly control the city under leadership of Brother Sum. Sing seeks to restore his confidence after being humiliated as a young boy while trying to protect a mute girl from bullies, due to the failure of the Buddhist Palm method he had learned from a pamphlet he bought from beggar. Sing and Bone attempt to intimidate the residents of Pig Sty Alley but are chased off by its Landlady. Hearing of this, Sum orders Sing and Bone captured, while sending the Gang to reassert its authority from the humiliation. Three of the tenants, Coolie, Fairy, and Donut, are revealed as martial arts masters and defeat more than fifty of the Gang. Fearing retribution, the Landlady evicts the three, but they meet a pair of hired assassins using a magical guqin to launch invisible blades. Coolie is beheaded, and Fairy and Donut are mortally wounded before the Landlady and her husband the Landlord reveal that they too are martial arts masters, having gone into self-exile after the death of their son. The two defeat the assassins but Fairy and Donut die from their wounds. The Landlords temporarily evacuate the other tenants for their safety.

After rescuing U.S. Marshal Ray Carter (Robert Patrick) in Mongolia, the Angels, Dylan (Drew Barrymore), Natalie (Cameron Diaz), and Alex (Lucy Liu) are hired to locate a set of titanium rings called H.A.L.O. (Hidden Alias List Operation) stolen from the Department of Justice that, when put together in a machine, will display a list of all individuals in the witness protection program. Many people, including Justice Department official William Rose Bailey (Bruce Willis), who possessed one of the rings, were murdered in the process. Having discovered that one of the protected witnesses, Alan Caulfield (Eric Bogosian), was murdered in his house in San Bernardino, the Angels investigate the scene and discover evidence suggesting that Caulfield was smothered with a bag and the killer is a surfer with a scar on his left leg. Meanwhile, Natalie and her now boyfriend Peter Kominsky (Luke Wilson) are moving in together, with some help from Alex's boyfriend Jason Gibbons (Matt LeBlanc), whose relationship with Alex is on a "time out".
