Le premier jour, le cinéaste prend à cadence normale quelques secondes du va-et-vient habituel de la circulation, les calèches, les chariots, et la foule des piétons. Puis, pendant les quelques semaines que dure l'opération de démolition du Star Theater, à New York, la caméra reste au même endroit, bien calée, filmant à travers la fenêtre d’un immeuble placé juste en face. Par des démarrages et des arrêts de caméra successifs, le cinéaste prend quelques vues à chaque demi-heure de la journée (il exclut le soir, la nuit et le petit matin, dont les lumières ne sont pas assez actiniques pour obtenir une image correctement exposée). À la projection, la démolition s’effectue ainsi en 1 min 30 s, les matériaux sont pris d’une sorte de folie autodestructrice, les ombres tournoient, les piétons s’activent comme des insectes, le store d’une boutique proche s’ouvre et se ferme à un rythme infernal, les étages du Star Théâtre disparaissent l'un après l'autre. « Quand seuls subsistent des monceaux de pierres que des fardiers débarrassent, le calme revient, un autre morceau du film à vitesse normale montre les piétons, indifférents aux ruines, qui vaquent à leurs occupations. » C’était à ce moment que derrière son public, l’opérateur respectait l’annonce du titre : "démolition et reconstruction", et il rembobinait le film à l’aide de l’appareil de projection sans éteindre la lanterne. Le Star Théâtre renaissait alors de ses ruines et se dressait de nouveau par la magie de la marche arrière.

The film starts with a brief reprise of the previous film, before cutting to the Metro-Goldwyn-Mayer Studios in Culver City, California where assistant cameraman Bill Reilly picks up the film from the lab for Marie Antoinette (1938) which he passes on to cameraman William H. Daniels. Behind the scenes footage shows W.S. Van Dyke directing a scene between Norma Shearer and Robert Morley before the negative is taken to the lab to be developed, dried and polished by lab technician John M. Nickolaus. The test strips are then read and delivered to the print room for printing. A tram takes the viewer on a quick tour of the studio complete with behind the scenes footage of George B. Seitz directing Judge Hardy's Children (1938), Freddie Bartholomew training with elephants for the then unproduced Kim, Luise Rainer doing a costume test for The Toy Wife (1938), and candid footage of Clark Gable, Myrna Loy and Spencer Tracy. The film concludes with a montage from trailers for coming MGM pictures and footage of Louis B. Mayer, Frank Capra, Luise Rainer and Louise Tracy at the 10th Academy Awards banquet.

Using first hand discussions with the primary proponents of the revitilazation of Pawtucket, the film shows a community coming together behind the arts. The film shows new uses for historic mills, now being used as artists work and living spaces. An historic national guard armory is saved from decades of decay by a small theater company called the Sandra Feinstein Gamm Theater. Alongside the Gamm Theater, is a new arts centric high school called the Jacqueline Walsh High School for the Performing Arts. Pawtucket has also brought in other arts organizations from the Providence area, like the Foundry Artists Association. When the owners of the Foundry in Providence wanted to convert their building to living space, the working artists were displaced. They were invited to Pawtucket, and have been exhibiting once a year for two weeks near the holiday season.
