Howling VI: The Freaks is a 1991 direct-to-video horror sequel to The Howling. It was directed by Hope Perello, from the screenplay by Kevin Rock.
As with most of The Howling films, it is only very loosely based on the novels by Gary Brandner and not a direct adaptation of any of them. It does bear some similarities with the novel The Howling III: Echoes in both the freak show aspect and its sympathetic view of the werewolf, something otherwise only seen in the film series during Marsupials.
The film stars Brendan Hughes, Bruce Payne, Michele Matheson, Sean Gregory Sullivan, (aka Sean Sullivan) and Carol Lynley. Artisan Home Entertainment and Timeless Media Group has released this film along with Howling V: The Rebirth as a double feature on DVD.
Synopsis
Ian, a likeable but severely solitary drifter, takes a job making repairs at the local church in the barren rural town of Canton Bluff. Eschewing human contact, Ian seems unnaturally leery of the impending full moon. Aware that Ian is a genuine werewolf, R.B. Harker (the owner of a traveling carnival) captures and forces the young man to work for his carnival, where he is put on display with other human oddities. To further complicate matters, Harker is revealed to have a monstrous secret of his own - he is a vampire.Actors

Max Dire is a Los Angeles detective who is feeling the strain that his profession entails when his wife of two years, Liza, accuses him of bringing his work home and leaves him to ponder her future, while his partner, Jim Sheldon, commits suicide by shooting himself in the head. The film focuses on the exploits of the vengeful Dr. Gustav Niemann (Boris Karloff), who escapes from prison. He is helped by the hunchback Daniel (J. Carrol Naish), for whom he promises to create a new, beautiful body. The two murder Professor Lampini (George Zucco), a traveling showman, and take over his horror exhibit. To exact revenge on Bürgermeister Hussman (Sig Ruman), who had once caused his imprisonment, Niemann revives Count Dracula (John Carradine). Dracula seduces Hussmann's granddaughter-in-law Rita (Anne Gwynne) and kills Hussmann himself, but in a subsequent chase, Niemann disposes of Dracula's coffin, causing the vampire to perish in sunlight.

For generations, a secret war has been waged between vampires and Lycans, an ancient species of werewolf. Selene, a Death Dealer, a vampire specialized in assassinating Lycans, tracks two Lycans. Emma (Leslie Bibb) and her holiday-obsessed husband, Henry (Tahmoh Penikett), have set up numerous ghost-scarecrows for Halloween in their yard, although she is mostly uninterested in Halloween. After returning home from a Halloween party, Emma tries to blow out a jack-o'-lantern, but Henry tells her not to because it is against tradition to extinguish a jack-o'-lantern on Halloween; she blows it out anyway. While Henry is inside waiting for Emma to take down the decorations, she is murdered by an unknown assailant with a large blade-shaped pumpkin lollipop in front of the kids who were trick-or-treating, who run away in horror. Later, Henry goes outside and notices limbs hanging out of wires. Just then, one of the scarecrows lights up. He approaches it and takes down the cover, only to see Emma's decapitated head stuck onto the stick and wrapped in decorative lights, with her limbs chopped off and her mouth stuffed with a large lollipop, and screams in horror.

After the events of the first film, Brigitte Fitzgerald uses monkshood extract to fight the effects of the lycanthropy that transformed her sister into a werewolf. Brigitte shaves her body, cuts her arm with a scalpel, and logs the data about her healing ability. Ginger, her dead sister, appears as an apparition and warns her that monkshood is only a treatment, not a cure. After Brigitte injects a second dose of monkshood, she senses the presence of a male werewolf that has been stalking her. She quickly packs and open the door, only to find Jeremy, a flirtatious librarian who has brought to her several books she attempted to check out earlier. The second injection causes toxic shock, and Jeremy attempts to bring her to the hospital; however, the male werewolf mauls him to death. Brigitte stumbles down the street and collapses in the snow.

Will Randall is bitten by a wolf while driving home in Vermont. Afterwards, he is demoted from editor-in-chief of a publishing house when it is taken over by tycoon Raymond Alden, who replaces him with Will's protégé Stewart Swinton.
