Both the UK and the US are hinting at a military intervention in the Middle East. During a radio interview on BBC Radio 4's PM programme, Minister for International Development Simon Foster (Tom Hollander) accidentally states that a war in the Middle East is "unforeseeable". The Prime Minister's Director of Communications, Malcolm Tucker (Peter Capaldi) scolds him and tells him to toe the line of intervention. Joining the department on his first day, Simon's new aide Toby Wright (Chris Addison) manages to get him into the Foreign Office meeting that day through his girlfriend Suzy (Olivia Poulet), who works there. Leading the meeting is the US Assistant Secretary of State for Diplomacy Karen Clarke (Mimi Kennedy), who is against military intervention and flags a report by her assistant Liza Weld (Anna Chlumsky) titled "Post-War Planning, Parameters, Implications and Possibilities" (PWPPIP). The report heavily opposes intervention, noting the lack of intelligence except that which is coming from the source "Iceman". Also during the committee it is hinted at that the US Assistant Secretary of State for Policy, Linton Barwick (David Rasche), may have set up a secret war committee. After the meeting Simon is ambushed by reporters and contradicts his previous statements by saying the government has to be prepared to "climb the mountain of conflict." Malcolm again scolds him for making too many waves.

The film begins with a quick flashback into the life of Bharti Rai (Nikhila Trikha), the daughter of chief minister Ramnath Rai (Darshan Jariwala). Influenced by leftist ideology, she rebels against her father and joins the rival party of leftist leader Bhaskar Sanyal (Naseeruddin Shah). In a presidential election set somewhere in the near future, Bud Johnson (Kevin Costner), a lovable loser from Texico, New Mexico, who is coasting through life and hasn't had a single political thought in his head, is thrust into an improbable dilemma. Molly runs the household and sees an opportunity on election day to energize her father. Molly, frustrated with her father's apathy toward voting, sneaks into her local polling place and tries to vote on behalf of Bud. However, due to the voting machines being unplugged, the ballot is registered, but there is no decision on which candidate gets the vote. The entire election comes down to this one man and, namely, Bud's vote. Neither candidate has a majority in the electoral college without New Mexico's electoral votes. The popular vote is tied for the two major candidates in New Mexico, leaving Bud to decide the next President of the United States. Bud gets wooed by candidates from both sides: the incumbent Republican, Andrew Carington Boone (Kelsey Grammer), and his campaign manager, Martin Fox (Stanley Tucci); and the opposing Democrat, Vermont Senator Donald Greenleaf (Dennis Hopper).

One day, Meera and Arjun get into a quarrel on the road and Meera gets into an auto. Arjun hitches a ride from Michael, who is riding in the same direction, to catch up with Meera. Suddenly, Michael is shot but Arjun saves him. After talking to Michael, Arjun changes his mind and wants to be a politician. Selvanayagam is worried when he hears news of students standing in the election. He uses every possible resource to get them out of Politics. Firstly he provides scholarship to study at a prestigious foreign university to Michael. When Michael refuses the bribe, he orders his goon Inba to take control. Inba beats some students but faces very strong retaliation from Michael and other students. He kidnaps Arjun and other candidates. However, they manage to escape with the help of Inba's ally, Dilli (Sriman). Inba follows Arjun and beats him up. While running, Arjun manages to call Michael for help. He comes to rescue Arjun at Napier Bridge. Then Inba is handed to the police. Michael wins the four seats he and his college mates have contested for. Sashi leaves for her hometown while Inba remains in prison hoping not to get the capital punishment. Michael, Arjun and two friends enter into politics.

Stephen Meyers is the junior campaign manager for Mike Morris, Governor of Pennsylvania and a Democratic presidential candidate, competing against Arkansas Senator Ted Pullman in the Democratic primary. Both campaigns are attempting to secure the endorsement of North Carolina Democratic Senator Franklin Thompson, who controls 356 convention delegates, enough to clinch the nomination for either candidate. After a debate at Miami University, Meyers is asked by Pullman's campaign manager, Tom Duffy, to meet in secret. Meyers calls his boss, senior campaign manager Paul Zara, who doesn't answer. Meyers decides to meet Duffy, who offers Meyers a position in Pullman's campaign, an offer Meyers refuses. Zara calls Meyers back and asks what was important, but Meyers says it was nothing to worry about. Meanwhile, Meyers starts a sexual relationship with Molly Stearns, an attractive intern for Morris's campaign and daughter of Jack Stearns, the chairman of the Democratic National Committee.
