Showing up the next day to begin teaching, however, she finds herself confronted with a classroom of tough, sullen teenagers, all from lower-class and underprivileged backgrounds, involved in gang warfare and drug pushing, flatly refusing to engage with anything. They immediately coin the nickname "White Bread" for LouAnne, due to her race and apparent lack of authority, to which LouAnne responds by returning the next day in a leather jacket and teaching them karate. The story begins in the 1960s with three inmates in a New York prison — Earl (Van Peebles), Rocco (Kelly), and Carlito (Hernandez) — controlling their criminal empire within their cell. Upon their release, they all look to control the drug trade in Harlem, which is currently in a power dispute between the Italian Bottolota crime family and black gangsters led by Hollywood Nicky (Combs). Rocco takes them to Artie Bottolota (Young) who at first is reluctant to work with blacks and Puerto Ricans, but who eventually cuts a deal with them in heroin distribution. The friends also meet Artie's son, Artie Jr. Soon, Earl's troubled younger brother Reggie joins them. After Artie Jr. offers to shake hands with Reggie, when he sees he and Carlito at a strip joint, Reggie turns him down, saying "my brother was doing fine without you". Artie Jr. insults Reggie with a racial slur, spurring Reggie to curse him and spit in his face. Artie Jr. assaults Reggie, but the fight is broken up. Carlito urges Reggie to wait until Artie Jr. and his crew leave. The mobsters leave, only for Carlito and Reggie to be cornered by them outside.

The film dissects the aftermath of the Rodney King verdict and the ensuing riots through four narratives. A Chinese liquor store owner tries to come to an understanding with his assimilating teenage son who sees his father's old world ways and non-aggressive Buddhism as signs of weakness. A Hispanic teenager tries to live a straight life and do well in school so he will not make the same mistakes his older brother had made, and be able to provide as best he can for his current and future family. A white LAPD officer struggles with obligations from his new girlfriend and not-quite-ex-wife, while confronting a surprisingly gung ho attitude from his fellow officers. An African American middle class man who has recently moved his new family out of "the ghetto", visits the store his father used to own in the old neighborhood and seeks to give some good news to his mother who has vivid memories from living through the Watts riots less than thirty years prior. These four stories are nominally separate vignettes, but interact with each other throughout the film.

At a loading dock in Cleveland, Ohio in 1937, supervisor Mr. Gant welcomes a new worker, Lincoln Dombrowsky (Frank McRae). Gant tells him the job requirements and pay rules. He'll be paid for working 8 hours and if he has to work overtime, he still gets paid only for 8 hours. If he drops any of the merchandise, the cost comes directly out of his pay. These are examples of unfair working practices faced by the laborers. Later Dombrowsky drops a few carts of tomatoes, which is taken out of his pay; another worker is fired for helping him collect the fallen merchandise. Johnny Kovak (Sylvester Stallone), another worker resentful of mistreatment, leads a riot. Afterward, the workers go to the office of Boss Andrews. Kovak believes he negotiates a deal for the workers, but the next day he and his friend Abe Belkin (David Huffman) are told they are fired.
