Galen Yuen is an Asian American character actor who played a number of bit parts in Hollywood action and martial arts films from the early 1990s onward. In the beginning, these constituted stock roles—such as an appearance as a cleaning man in the 1990 Revealing Evidence: Stalking the Honolulu Strangler, a desk bookie in the same year's Jean-Claude Van Damme vehicle Lionheart, and a smuggler in the 1991 Van Damme starrer Double Impact. Yuen stepped behind the camera to helm a segment of the omnibus-style urban drama Riot (1997), and received his highest billing up through that time with his role as Y.C. in maverick director Werner Herzog's Vietnam-era actioner Rescue Dawn.

Dieter Dengler, a German-born U.S. Navy pilot in squadron VA-145, is shot down in his A-1 Skyraider over Laos in February 1966, while on a combat mission. He survives the crash only to be pursued, and ultimately captured, by the Pathet Lao. Dengler is given the chance for leniency by the Province Governor if he signs a document condemning America, but he refuses. He is tortured and taken to a prison camp. There he meets fellow American military soldiers and pilots, such as Gene DeBruin and Duane W. Martin, along with Y.C., Procet, and Phisit, some of whom have been captive for years. His brother, who is married to an American woman in Los Angeles, is burned alive during a deal gone wrong and suffers third-degree burns, dying shortly afterward. Lyon deserts his legion when they withhold letters from his brother's wife and ultimately refuse to let him see his brother. He steals a jeep and escapes through the desert, finding work on a tramp steamer headed for the U.S. Meanwhile, the Legion commanding officer also travels to the States, arriving at the French Embassy, where he is told that Lyon's desertion is ranked at low importance with the LAPD, so he orders two of his own Legionnaires to do the job.

The film dissects the aftermath of the Rodney King verdict and the ensuing riots through four narratives. A Chinese liquor store owner tries to come to an understanding with his assimilating teenage son who sees his father's old world ways and non-aggressive Buddhism as signs of weakness. A Hispanic teenager tries to live a straight life and do well in school so he will not make the same mistakes his older brother had made, and be able to provide as best he can for his current and future family. A white LAPD officer struggles with obligations from his new girlfriend and not-quite-ex-wife, while confronting a surprisingly gung ho attitude from his fellow officers. An African American middle class man who has recently moved his new family out of "the ghetto", visits the store his father used to own in the old neighborhood and seeks to give some good news to his mother who has vivid memories from living through the Watts riots less than thirty years prior. These four stories are nominally separate vignettes, but interact with each other throughout the film.

In the year 2074, the cybernetics market is dominated by two rival companies: USA's Pinwheel Robotics and Japan's Kobayashi Electronics. Cyborgs are commonplace, used for anything from soldiers to prostitutes. Casella "Cash" Reese (Jolie) is a prototype cyborg developed for corporate espionage and assassination. She is filled with a liquid explosive called "Glass Shadow". Pinwheel plans to eliminate the entire Kobayashi board of directors using Casella to precipitate a hostile takeover and obtain a monopoly over the cyborg market. She is programmed to mimic human senses and emotions such as fear, love, pain and hate. Guided by Mercy (Palance), a renegade prototype cyborg who can communicate through any electronic device, she and her combat trainer Colton Ricks (Koteas) escape the Pinwheel facility so she can avoid self-destruction, something that most corporate espionage cyborgs face. They're relentlessly pursued by Pinwheel's hired killer or "wiretapper", Daniel Bench (Drago).
