On September 11, 2001, Port Authority Police officers John McLoughlin and Will Jimeno are patrolling the Port Authority Bus Terminal in Midtown Manhattan when they see a plane fly dangerously low overhead. As all of the police officers return to the station, they see on TV that the North Tower of the World Trade Center has been hit by the plane. Sergeant McLoughlin assigns many of the officers to assist in a precautionary evacuation attempt of the North Tower and they board a Metropolitan Transit Authority bus. On the bus, they hear reports that the South Tower is also hit by another plane. When they arrive at the World Trade Center, they realize the extent of the disaster, and see one of the victims jump out of the towers to certain death. The men proceed to get safety equipment from Building 5 and enter the concourse between the towers.

At the last minute, a wealthy American expatriate in Europe, Richard Sturges (Clifton Webb), buys a steerage-class ticket for the maiden voyage of the RMS Titanic from a Basque immigrant. While visiting the (fictional) Ventana nuclear power plant outside Los Angeles, television news reporter Kimberly Wells (Fonda), her cameraman Richard Adams (Douglas) and their soundman Hector Salas witness the plant going through an emergency shutdown (SCRAM). Shift Supervisor Jack Godell (Lemmon) notices an unusual vibration while grabbing his cup of coffee which he had set down. He then finds that a gauge is misreading and that the coolant is dangerously low (he thought it was overflowing). The crew manages to bring the reactor under control and can be seen celebrating and expressing relief.

In Honolulu, a DC-4 airliner prepares to take off for San Francisco with 17 passengers and a crew of 5. Set in the 1920s in Pago Pago, Eastern Samoa, Charlotte, an American painter, arrives from Boston on the island of Alaya to visit her father, U. S. Navy Captain Bruckner, whom she hasn't seen in quite some time. Bruckner is the U.S. Congress-sanctioned Governor of the island, and he rules it with a stern, patrician, and thoroughly patronizing attitude towards the natives. Charlotte is somewhat taken aback by her father's rigid adherence to the law, particularly when she tries to intervene on behalf of Bruckner's charge/houseboy Matangi, who has involved Charlotte in a scheme to get Bruckner to toss out a harsh penalty issued to a native man who stole a boat "for love." Bruckner refuses, pish-poshing all this talk of love over the law, and severely reprimands Matangi, much to Charlotte's dismay.

In Southampton in 1916, HMHS Britannic, a sister ship of RMS Titanic, has been refitted as a hospital ship for soldiers fighting in the Gallipoli Campaign. Among the nurses who are to serve aboard her is Lady Lewis (Jacqueline Bisset), who is being delivered to Greece via Naples, where her husband has become Ambassador for Great Britain. Traveling with her is Vera Campbell (Amanda Ryan), an operative of British Intelligence posing as Lady Lewis' governess. Campbell is unnerved by the voyage, having survived the sinking of the RMS Titanic four years previously, losing her husband as well.

An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action.
