In a New England port town, Pop Thorson (Wallace Beery) and Rocky Blake (Chester Morris) are rival tugboat owners. Thorson's boat has sunk in the shallow water while docked, and he is certain Blake sabotaged it to keep Thorson from winning a lucrative contract to move barges of military supplies. Thorson is a widower who built his own tugboat and lives on it with his adult daughter Susan (Virginia Grey). She loves her father, but also likes Blake (who denies the sabotage) and does not want the two men to fight.

En 1870, Joan Randall, une ardente confédérée ruinée par la guerre civile, a créée la république du Sud Kansas et continue la guerre. Le gouvernement US met sa tête à prix 10.000 dollars pour haute trahison, meurtres et incendies. A fort Franklin, le colonel Hawthorne charge son scout, Jeff Connors, de la ramener morte ou vive. Connors réussit à capturer Chet Dawson et ses hommes, des despérados qui projetaient de se joindre à Randall, et prends sa place. Pour cela, il n'hésite pas à se faire marquer le dos du signe de guerre des sioux qui stigmatise Dawson.
