The movie begins when a robber (Rickey Smiley), disguised as Santa Claus, breaks into Craig (Ice Cube) and Day-Day's (Mike Epps) house at 3:37 AM on Christmas Eve. The film centers on Devon Miles (Cannon), a teen who has just graduated from a high school in New York City. Upon graduating, Devon heads to Atlanta, Georgia to attend the fictitious Atlanta A&T University, a historically black college that takes enormous pride in its marching band. Devon was personally invited to attend on full scholarship by Dr. James Lee (Jones), head of the band, for his prodigious talents. The A&T band separates itself from its competitors by requiring all members to read music, by focusing on various styles of music rather than what music is currently popular on the radio, and dedication to the teamwork emphasized "one band, one sound" concept. The band has a preseason that is similar to an athletic team's induction in that it is very physically and mentally difficult. It challenges all recruits to push themselves past what they previously thought were their limits. At the end of preseason, the musicians audition for spots on the field, and Devon is the only freshman to make P1, the highest level player. The film depicts approximately 19 consecutive hours in the lives of three friends in their early twenties from immigrant families living in an impoverished multi-ethnic French housing project (a ZUP – zone d'urbanisation prioritaire) in the suburbs of Paris, in the aftermath of a riot. Vinz (Vincent Cassel), who is Jewish, is filled with rage. He sees himself as a gangster ready to win respect by killing a cop, manically practising the role of Travis Bickle from the film Taxi Driver in the mirror secretly. His attitude towards police, for instance, is a simplified, stylized blanket condemnation, even to individual policemen who make an effort to steer the trio clear of troublesome situations. Hubert (Hubert Koundé) is an Afro-French boxer and small time drug dealer, the most mature of the three, whose gymnasium was burned in the riots. The quietest, most thoughtful and wisest of the three, he sadly contemplates the ghetto and the hate around him. He expresses the wish to simply leave this world of violence and hate behind him, but does not know how since he lacks the means to do so. New Jersey Drive opens with Jason (Sharron Corley) heading off to juvenile detention then unfolds in flashback as, chronologically, the incidents leading to his arrest surface one by one. First the audience sees the violent and poverty-ridden Housing projects project where he and his family live; next his go-nowhere delinquent friends are introduced, as is their hobby: joy riding. Soon some of the teens, including Jason, begin to convert their hobby into a part-time job as they steal cars and sell them to a sleazy chop-shop owner for pennies on the dollar. Eventually they are caught in a police sting and one boy, Ronnie Lambs Ron Q, is shot by the crooked Officer Emil Roscoe (Saul Stein) and other police officers. They begin to run for cover and they end up at Ronnie's house whose relatives take him to the hospital.
