The film is about a prisoner awaiting execution. Denver Bayliss (Kiefer Sutherland) gains an unlikely friend and confidant in Fred Whitmore (Forest Whitaker), a former cop who is now a prison guard. Whitmore's life is a mess, however: he shuts out his wife and cannot relate to his son. As Bayliss' execution draws nearer, Whitmore clashes more and more with Lt. McMannis, his supervisor, over Bayliss' treatment. The film is set in British India in the year 1915. The story is about a young doctor, Govardhan Menon (Mohanlal), who is wrongly accused of bombing a train carrying 55 people including British officials. In April 1942, after a raid on Japan, eight American aircrew made up of the crews from two North American B-25 Mitchell bombers, are captured. Capt. Harvey Ross (Dana Andrews), becomes the leader of the captives. Initially, the men are picked up by a local government official who is a Chinese collaborator in a Wang Jingwei controlled section of China. The Chinese official delivers the Americans to the Imperial Japanese Army to be put on trial at the Shanghai Police Headquarters. Although international observers and correspondents are allowed to witness the trial, the commanding officer, General Mitsubi (Richard Loo) refuses to allow Karl Kappel (Torben Meyer), the Swiss Consul to contact Washington.

The film opens with two men running across a beach at dawn, it also appears that their hands are tied behind their backs. After several shots of a helicopter frantically searching the landscape, it becomes apparent that the two men are escapees of some kind. It is later revealed that their names are MacConnachie and Ansell. The two continue running across barren land, trying to escape the sight of the helicopter. MacConnachie continuously berates Ansell as they run, showing that he is the leader, more or less.

The film begins with a flashback narrated by Leland P. Fitzgerald, describing how he couldn't remember the details of the day that he killed an intellectually disabled boy named Ryan Pollard.
