Mom and Dad tells the story of Joan Blake (June Carlson), a young girl who falls for the pilot Jack Griffin (Bob Lowell). After being sweet talked by Griffin, she has sex with him. The girl requests "hygiene books" from her mother Sarah Blake (Lois Austin); however, the mother refuses because the girl is not yet married. Daily Flash newspaper journalist Brenda Starr (Joan Woodbury), and her photographer, Chuck Allen (Syd Saylor), assigned to cover a fire in an old house where they discover the wounded Joe Heller (Wheeler Oakman),a mobster suspected of stealing a quarter-million dollar payroll. The dying Heller tells Brenda that someone took his satchel of stolen money and he gives her a coded message. Kruger (Jack Ingram), the gangster who shot Heller, escapes to his gang's hideout with the bag but discovers it is filled with paper rather than money. The gang, knowing Heller gave Brenda a coded message makes many attempts on her life to get her to reveal where Heller hid the payroll money. But thanks to Chuck and Police Lieutenant Larry Farrel (Kane Richmond), she evades them, until Pesky (William 'Billy' Benedict), a Daily Flash office boy succeeds in decoding the Heller message.

Walter Calvert (Clark) calls upon his brother Henry at his eerie old house and demands a share of the family fortune, and threatening to kill Henry if he doesn't get it. Within days, Henry's car goes over a cliff and he is presumed dead. In 1941, an American aviator, 'Smilin' Jack' Martin wishes to resign as an advisor to the Nationalist Chinese Army in order to return to the United States to enlist as an aviator in America's military buildup prior to the attack on Pearl Harbor. When Glimpy (Huntz Hall)'s sister Betty (Ava Gardner) marries Jack (Rick Vallin), Muggs (Leo Gorcey) singlehandedly organises the wedding. The gang provide a choral version of Drink to Me Only with Thine Eyes as well as organ music. Scruno (Sammy Morrison), Stash (Stanley Clements) and Benny (Billy Benedict) provide a floral centrepiece by borrowing a funeral wreath meant for a murdered gangster's funeral on the morrow. Danny (Bobby Jordan) and Rocky (Bobby Stone) also borrow the deceased gangster's tuxedo prior to his funeral for Glimpy who is the best man. Scruno's mother provides rice to throw that she has cooked to make extra soft. Muggs also organises a police escort by telling the police gangsters will try and break up the wedding with Glimpy adlibbing they are the notorious Katzman Gang, (the producer of the film series).

Muggs McGinnis (Leo Gorcey) practices for his boxing match the next night. In order to raise money, Muggs and the gang go to Nick (Charles Judels)'s pool hall and challenge hall regular Harry Wycoff (Gabriel Dell) to a game of pool. Muggs has pre-arranged with gang member Danny to use special trick chalk for the pool cue so that Wycoff will lose, but Danny (Bobby Jordan) is so convinced of Muggs's talent that he does not use the chalk, and Muggs loses the match. When Wycoff insists that Muggs pay off his wager, Muggs hits him in the stomach and leaves without paying.

Karl Wagner dirige un refuge dans le Bowery, un quartier mal famé de New York. Ce refuge est en fait une couverture rempli de pièces secrètes qui lui servent de quartier général pour monter des cambriolages et des hold-up. Wagner ne s’embarrasse d'aucun scrupule, engage des tueurs pour participer à ces casses et n'hésite pas à s'en débarrasser ensuite. L'argent ainsi récolté lui sert à payer les frais de bouche du refuge mais aussi a combler de cadeaux sa femme, car Wagner à une double vie, à la ville il est le professeur Frederick Brenner, éminent psychologue. Alors que la police manque de pistes, tout se complique quand Richard, élève de Brenner et petit ami de Judy, (l'assistante de Wagner) est éconduit par cette dernière. Pour la reconquérir il se déguise en clochard et vient chercher de la soupe dans le refuge, il y croise Wagner et comprend alors que Wagner et Brenner sont la même personne. Wagner n'a plus qu'une solution se débarrasser de Richard. Le lendemain la famille de Richard s'inquiète, téléphone à Judy qui dit l'avoir aperçu au refuge... La police peut alors remonter la piste.
