The film opens on a train conducted by Lucifer carrying condemned souls back to Heaven. As they near, the damned begin to involuntarily sing hymns and Ms. Merrywood finds a horseshoe-shaped pendant (Shovel and Bone). In Heaven, God discusses the crisis with his favorite angel, The Agent, as Ms. Merrywood is interrogated by the sadistic Translators about her presence and the pendant. In Hell, Ticket Keeper comes to Lucifer with his misgivings about the carnies' lack of discipline and Lucifer's reticence to discuss his plans, but Lucifer dismisses him on the entrance of a cloaked figure. He opens a book entitled "The Filly and the Lapdog" (patterned on Aesop's fable "The Ass and the Lapdog") and begins to read.

Governor Jaisingh Sinha (Raj Babbar) is a popular and prominent political figure of the state, besides being well known as an upright person. One day, Gov. Sinha presides over a meeting on the issue of "Open Door Policy", a scheme which will pave the way for foreign companies to operate in India, by implementing usage of computer, industrial machinery etc. The meeting is attended by influential industrialist Meghnad Chaudhry (Dalip Tahil), Union leader Vilas Rao (Sharat Saxena) and minister Mantriji (Prem Chopra), among others. While Chaudhry is in favour of the policy because it would generate foreign investment in India, Vilas Rao strongly opposes the policy which would bring with it the unemployment of a large number of workers because of the utilization of computers and industrial machinery. The difference of opinion of Chaudhry and Vilas Rao leads to a heated argument between the two for which Gov. Sinha terminates the meeting without arriving at any decision on the policy.

At the fictional Opera Populaire (based on the Paris Opéra House) in 1905, an auction of old theatre props is underway. Lot 665, purchased by the elderly Raoul, Vicomte de Chagny, is a music box in the shape of a monkey; it is familiar to him, and he speaks of a mysterious "she" - that the details of the strange little music box appear "exactly as she said." Lot 666 is a shattered chandelier that is claimed by the auctioneer to have been related to "the strange affair of the Phantom of the Opera, a mystery never fully explained," having appeared in some great disaster in years past. As the chandelier - which has been replaced, in part, with new electric wiring - is uncovered, it illuminates as the years roll back and the Opéra returns to its 1880s' grandeur ("Overture").

The Katakuris are a four-generation family of failures: patriarch Masao Katakuri (Kenji Sawada), his wife Terue (Keiko Matsuzaka), his father Jinpei (Tetsurō Tamba), his formerly criminal son Masayuki (Shinji Takeda), his divorced daughter Shizue (Naomi Nishida), her child Yurie (Tamaki Miyazaki, who narrates the film), and their dog, Pochi. The family uses the father's redundancy pay to purchase a large old home situated on a former garbage dump near Mount Fuji that they have named the ‘White Lover's Inn'. They have the intention of converting it into a bed & breakfast, since the road running nearby is supposed to be expanded up to the house, which would bring many guests and tourists. However, the road hasn't been expanded yet and the Katakuris subsequently have no guests. When one finally shows up, a TV personality, sans clothes, he subsequently commits suicide during the night, and the Katakuris make the decision to save their business by burying the body and concealing the death. The second guest, a Sumo wrestler, also dies of a heart attack during a tryst with his underage girlfriend, who also dies.

The story follows music composer/singer Winslow Leach, seen by satanic record producer Swan during his performance as a back-up to the 1950s-style nostalgia band The Juicy Fruits, which Swan produces. Swan believes Winslow's music perfect to open "The Paradise" – Swan's highly anticipated new concert hall – and has his right-hand man Arnold Philbin steal it. One month later Winslow goes to Swan's Death Records to inquire about his music but he is thrown out. He sneaks into Swan's private mansion, and observes several women rehearsing his music for an audition. One is Phoenix, an aspiring singer, whom Winslow deems perfect for his music and the two quickly fall for one another. Winslow realizes Swan's plan to open the Paradise with his music. Winslow sneaks in and Swan orders his minions to beat up Winslow and frame him for drug dealing.

In 1846, a barber named Benjamin Barker arrives in London, accompanied by sailor Anthony Hope ("No Place Like London"). From her, he learns that Turpin raped Lucy, who then poisoned herself with arsenic.
