Charles Bonnet (Hugh Griffith) is a highly skilled art forger who pretends to be an art collector. His daughter Nicole (Audrey Hepburn) disapproves of his forgeries and is afraid that he may get caught. At the beginning of the film, he loans a renowned statue of Cellini's Venus to the Kléber-Lafayette Museum as the centerpiece of an important upcoming exhibition. However, the statue had been made by Nicole's grandfather and would fail even a basic materials analysis.

Chun Jae-in, an orphan-turned-police detective, is assigned a job to go undercover in a high school to befriend Seung-hee, the daughter of notorious gangster Cha Young-jae, and protect her from any of her father's enemies who may want to use her as bait to get Cha Young-jae to do what they want, as well as get information about her father's work from her. At first, Jae-in is very reluctant to accept the job; however, her uncle, also a detective, pushes her at the last minute to take it. Jae-in is considered a loser when she first steps into her class, and the gang girls confront her afterward and challenge her to a fight at the backyard of the school. Jae-in, being a policewoman, easily beats them up. This earns her some sort of respect, although what Jae-in really wants is Seung-hee's friendship. She eventually gets this with the help of Kang No-young, a handsome classmate and next-door neighbor who she starts to like; however, Jae-in thinks her crush is wrong because of their age difference.

The film begins with gruff American gangster Dickey pushing his broken-down car along a causeway through rising seawater while his eccentric companion Albie lies inside, bleeding from a gunshot wound after a bungled robbery. Cut off by the unexpected rising tide, they are on the only road to a bleak and remote tidal island (Lindisfarne in Northumberland), where, in a dark castle on a hilltop, a highly neurotic Englishman named George lives with his pretty and promiscuous young French wife Teresa. A disbarred lawyer (Giancarlo Giannini) is working as a debt collector for his partner Sapo (Philippe Léotard). Escorting prostitute Milena (Raffaella Baracchi) impregnated by Sapo to an unnamed sea resort of grotesque atmosphere (filmed in Lido di Ostia), he encounters the ambitious young ringleader Molecola (François Negret) who has bought several old recreational sites in the environs to turn the town into an "Italian Las Vegas" but the hotel-bar named Snack Bar Budapest run by a man (Carlo Monni) and his family remains an obstacle. Molecola needs a lawyer to legitimise forceful evacuation of Snack Bar Budapest and the lawyer agrees. However, a murder he commits brings him at odds with Molecola.

Lieutenant Holms, a People's Police detective, has always dreamed of solving complicated crimes. However, the German Democratic Republic has one of the world's lowest crime rates, and the sleepy town of Wolkenheim, in which he is stationed, is considered tranquil even by the national standards. Holms spends his days reading crime novels and day dreaming about working for Scotland Yard in the London underworld. He finally has a case when a local resident reports his rabbits were stolen, but he soon reveals they merely escaped to the nearby field. Holms sinks into a depression and begins to visit a psychiatrist. His friend, Pinkas, is a former thief who now works as a doorman in a hotel of the Handelsorganisation. Seeing Holms tormented, he enlists several other reformed criminals he knows from the old days in order to steal the antique statue located in the town's market square, so the policeman would for once have a serious challenge. Holms chases the gang to Leipzig in what becomes a comical pursuit, replete with mistakes and accidents, and is apprehended by the police himself; he also meets the charming Lucie. He eventually manages to arrest the thieves, but the mayor drops the charges as it would ruin Wolkenhim's eligibility to win the Banner for the Most Beautiful City. The detective is not troubled by that, and turns his attention to Lucie instead.

Sven "The Swede" Sorenson (Marlon Brando) is a malicious warden of the county, illegally executing some of his worst prisoners. Everybody in town hates and is scared of him, except his twin daughters (Holly Watson and Christin Watson). Swede's twins tell their father they're pregnant, lying in order to manipulate him into forcing their dim boyfriends, Bud Dyerson (Charlie Sheen) and Larry (Thomas Haden Church), into shotgun marriages. He also turns his sons-in-law into slave laborers, so Bud hatches an escape plan to rob a train carrying old bills to the mint for burning. Larry is his reluctant accomplice. When Bud is captured, he is railroaded into Swede's small-town jail by the Judge (Donald Sutherland) and Swede. His death looks certain, until he hatches yet another plan that requires Larry's help. Meanwhile, Judge's daughter and FBI Agent Karen Polarski (Mira Sorvino), come to his aid.
