S.P. Choudhry (Sivaji Ganesan) is a dedicated policeman, caring husband and a respected man in the community. Being a policeman, however, makes him a strong disciplinarian, even at home. Raja (Su. Thirunavukkarasar) is an honest police inspector who is transferred in a new department. In his new area, MLA Inbasekharan (Nizhalgal Ravi) controls everything and cannot hesitate to kill those who face him. First, Inbasekhar tries to corrupt Raja but he refuses. In the meantime, Sundar (Ramkumar) and the minister's daughter Shanthi (Anju) fall in love with each other. Later, Shanthi takes revenge on the poor man Sundar because he won the college first prize. Sundar is expelled from the college and he becomes an auto-driver. Shanthi develops a soft corner for Sundar while Inbasekharan wants to get married with her. Thereafter, Inbasekharan's brother kills Raja's sister. Thus, Raja challenges Inbasekharan to punish him. What transpires later forms the crux of the story.

Mookkaiyan (Sivaji Ganesan) belongs to a well-to-do family and lives in the village Sozhavandan. He is held in high esteem by the villagers for his prowess. One day, his uncle Chockalingam (V. K. Ramaswamy), his wife Bama (Sukumari) and their foreign-educated daughter Kalpana (Jayalalithaa) come to Sozhavandan to participate in the Mariamman festival. Kalpana is fascinated by Mookaiyan's prowess; her mother disapproves of Kalpana's emotional reaction while her father is happy. Bama settles a young man of Madurai to marry Kalpana. Moved by the pleas of Chockalingam, Mookaiyan goes to the bridegroom's house and brings back Kalpana, saying that he has the right by birth to marry her.
