It is the middle of World War II and in the deserts of Africa, Sgt. Sullivan puts together a group of Italian-Americans into disguise as Italian soldiers in order to infiltrate a North African camp held by the Italians. After the soldiers have killed the Italians in their beds, they find a hooker living at the camp. Sullivan's commandos are to hold this camp and its weaponry until an American battalion arrives, all the while these Italian-Americans pretend to be Italian soldiers, often hosting the enemy. Cpt. The film begins in 1813 after the phase of the Napoleonic Wars known in German as the Befreiungskriege (War of Liberation). The opening scenes show Prussian Landwehr and volunteers marching down the streets of Breslau through enthusiastic crowds. This is followed by a dialogue between King Frederick William III of Prussia and Count August von Gneisenau, in which Gneisenau explains that the siege of Kolberg taught the importance of citizen armies. Ending with the admonition that kings who cannot lead must abdicate, the scene switches to Vienna in 1806 to show the abdication of the last Holy Roman Emperor, Francis II of Austria, whom the script has Gneisenau call "an Emperor who abandoned the German people in their hour of need"., 2h6

A Russian submarine called Спрут ("Octopus") draws too close to the New England coast one morning when its captain (Theodore Bikel) wants to take a good look at America and runs aground on a sandbar near the fictional Gloucester Island, which, from other references in the movie, is located off the coast of Cape Ann or Cape Cod, Massachusetts. Rather than radio for help and risk an embarrassing international incident, the captain sends a nine-man landing party, headed by his zampolit (Political Officer) Lieutenant Yuri Rozanov (Alan Arkin), to find a motor launch to help free the submarine from the bar. The men arrive at the house of Walt Whittaker (Carl Reiner), a vacationing playwright from New York City. Whittaker is eager to get his wife Elspeth (Eva Marie Saint) and two children, obnoxious but precocious nine and half-year-old Pete (Sheldon Collins) and three-year-old Annie (Cindy Putnam), off the island now that summer is over.
