The film opens with a review of U.S. Customs Agent, Victor "Vic" Cooper's (Baldwin) personnel file, which shows that he struggles to disassociate his undercover identities from his real one. Despite the file's recommendation that he not return to active duty, he is cleared for work by Lieutenant Brian Margate (Silver). His first action back is a raid on a Bimini-based seafood importer, who Cooper believes is smuggling drugs. He is embarrassed to find only shrimp on the plane, and the pilot goes free.

The Stranger, a tall striking creature dressed in white sets into motions a series of events whilst reciting the Edgar Allan Poe's poem "Eldorado", which will have an effect on those heading towards the mythical city. The evening was going to be a normal Blues Brothers tribute gig for Oliver and Stanley Rosenblum, The Jews Brothers at a local Bar Mitzvah, but things were not going to go to plan for Stan and Ollie. After being wrongly sent to entertain the annual conference of Neo Nazi's instead of the stripper, which was sent to the Bar Mitzvah by their inept Manager JJ. The Jews Brothers are chased out of town by the head of the Californian Chapter of Neo Nazi's General Zwick, and after contacting their agent JJ who makes amends for the mix up by sending the boys and the stripper Lesley Dean to do a show at the Eldorado Festival.

In Chicago's O'Hare airport, advertising executive Buddy Amaral (Ben Affleck) is delayed by a snow storm for a return flight to Los Angeles, on the same airline he has just signed as a big client. He meets writer Greg Janello (Tony Goldwyn), and when his flight resumes boarding, Buddy gives his ticket to Greg so he can get home to his sons, Scott (Alex D. Linz) and Joey (David Dorfman). Buddy convinces his friend and airline employee Janice Guerrero (Jennifer Grey) to allow Greg to take his place on the flight. Shortly after the events of the previous film, Tiffany (Jennifer Tilly), a former girlfriend and accomplice of serial killer Charles Lee Ray (voice of Brad Dourif), acquires the remains of Chucky from a police evidence locker after bribing and then murdering a police officer with access to the locker. Assuming that Ray's soul still inhabits the doll, Tiffany takes it back to her place. She crudely stitches Chucky back together and reenacts the voodoo ritual which instilled Ray inside the doll ten years ago.
