Synopsis

The film begins by showing a group of Cuban refugees on a boat sailing for the United States. They are at first met by what appears to be a U.S. Coast Guard boat, with armed personnel. The captain of the vessel declares that the refugees are welcomed to the United States, only to have the Guardsmen open fire on them and take several bags of cocaine hidden in the boat. It is revealed that the armed personnel were communist Latin American guerrillas disguised as U.S. Coast Guardsmen.

The American destroyer USS Bedford (DLG-113) detects a Soviet submarine in the GIUK gap near the Greenland coast. (Specifically, they are in Greenland territorial waters at the entrance to the J.C. Jacobsen Fjord, which is due northwest from Iceland.) President of the United States James Sawyer (Jamie Foxx) is generating controversy over a proposed peace treaty between the allied nations to remove military forces from the Middle East. John Cale (Channing Tatum) is a US Capitol Police officer assigned to Speaker of the House Eli Raphelson (Richard Jenkins) after he saved his nephew's life during a tour in Afghanistan. He is divorced and struggling to develop a better relationship with his daughter Emily (Joey King), who has a strong enthusiasm for politics. In apartheid-era South Africa, Shack Twala (played by Sidney Poitier), a black revolutionary who had served time on Robben Island, is freed by Rina van Niekerk (Prunella Gee), his Afrikaner defence attorney, because he would be a victim of retroactive legislation. Rina, estranged from her husband Blane (Rutger Hauer), is having a relationship with an English mining engineer, Jim Keogh (Michael Caine), who has attended Shack's trial. Surprised by the verdict, Rina, Jim and Shack go off to celebrate at her house. They are stopped by the South African Police who are conducting identity document checks and arresting everyone who does not have their papers on them. As Shack has only just been released from prison he will not receive his papers until the next day. The police Constable and Shack antagonise each other leading to Shack being handcuffed and arrested. When Rina attempts to pull the Constable off Shack, the policeman hits her, knocking her to the ground. Jim assaults and knocks out the Constable making all three fugitives.

A joint mission of the American FBI and the Russian MVD leads to the death of the younger brother of an Azerbaijani mobster (David Hayman). In retaliation, the mobster hires an enigmatic assassin known only by the pseudonym "The Jackal" (Bruce Willis) to kill an unseen target. The Jackal demands $70 million for the job, to which the mobster reluctantly agrees. Meanwhile, the MVD capture one of the mafia's henchmen. During interrogation by torture, the henchman reveals the name "Jackal". This, coupled with the documents recovered from the henchman's briefcase, leads the FBI and MVD to assume the target for the retaliatory hit is FBI Director Donald Brown (John Cunningham).

Amantha Starr (Yvonne De Carlo) is raised as the privileged white daughter of a Kentucky plantation owner.
