It was based on a 1932 novel by Gina Kaus, and made by Paramount Pictures. Mendes worked on a number of films for Paramount during the era. Shortly after making the film, he went to Britain where he directed his most celebrated film Jew Süss.

Capt. Bart Manson Robinson (Edward G. Robinson) is the captain of an oil tanker during World War II, who rescues Katherine Hall (Lynn Bari) when her ship is sunk by a German U-boat. The couple marry, but Manson's ship is subsequently sunk as well. Hall becomes a prime suspect for involvement as she was carrying no identification when rescued. However Manson later discovers that his First Mate Fred Adamson (Victor McLaglen) is in fact a German agent responsible for the sinking, and Hall is cleared of any culpability.

London bank clerk William Marble (Charles Laughton) is deeply in debt. When his boss learns of a lawsuit for an overdue bill, he warns Marble that he will be dismissed if he cannot settle the matter quickly. Then, Marble is visited by a rich nephew whom he has not seen in many years, James Medland (Ray Milland). All night, Marble tries to borrow money from him, having received a financial tip that could solve all his financial troubles. However, Medland is not interested. Submarine officer Jerry Harrington (John Payne) goes to Pensacola to train as a flying cadet, just like his father and his brother, longtime airman Cass Harrington (George Brent).
