It also explains the belief in witches and witchcraft across modern day India. The film was screened in the Critics' Week (Spotlight on India) section at the 2003 Cannes Film Festival.
Synopsis

The story is set in a small village near Banikhet, Himachal Pradesh and revolves around a young girl Biniya and village's only shop owner Nand Kishore Khatri. Biniya lives with her mother and elder brother. One day she comes across a blue color Japanese umbrella while herding her family cows. The umbrella is revealed to be belonging to a group of Japanese tourists. Biniya develops a liking for the umbrella and trades it with her bear claw necklace called Yantra with the Japanese tourists. Wearing a bear claw necklace is considered to be auspicious and bring good luck. For that she is scolded by her mother. Everyone in the village is amazed by the beauty of the umbrella and Biniya acquires a celebrity like status. This makes some people jealous of her. The shopkeeper Khatri and Lajvanti (wife of village school teacher) covet for such an umbrella but find themselves unable to buy due to its high cost. Lajvanti even hints toward the possibility of stealing Biniya's umbrella. Khatri tries to buy it from Biniya but she refuses.

The movie opens with Mystery, Inc. being pursued by a moat monster. After an accident with Scooby-Doo (Scott Innes), he is caught and revealed to be a counterfeiter. This is actually an old case of the now-dissolved Mystery, Inc., who went their separate ways because they were frustrated with their mysteries having all involved mere crooks in monster costumes, as told on a talk show program by Daphne Blake (Mary Kay Bergman), who now, along with Fred Jones (Frank Welker), is running a successful TV series Coast to Coast with Daphne Blake, which involves her and Fred going to historic and inspiring places all across the country. For the show's upcoming second season, Daphne intends to visit haunted and mysterious places and track down real ghosts. When Daphne confesses on air that she misses the gang and that she wishes they were with her, Fred arranges a reunion and contacts Velma Dinkley (B.J. Ward), who has gone on and become the proprietor of a mystery bookstore, and Scooby and his owner Shaggy Rogers (Billy West), who have been bouncing from job to job, including working in customs at an airport, from which they were just fired after eating all the confiscated imported foods. The reunited gang surprise Daphne on her birthday and they go for a trip to Louisiana for her show.

Lilliana Hoffman dies in a carriage accident in the woods, caused by wolves that attack both the horses and the coachman. Her husband Fredric, at his dying wife's urging, reluctantly performs a caesarean section to save their unborn daughter. The film begins on Halloween night 1939, revolving around the fate of five people - singer Carolyn Crosson, her boyfriend Gilbert London, child actress Sally Shine (who is modeled after child actress, Shirley Temple), her nanny Emeline Partridge, and bellhop Dewey Todd. They were invited to be at the Tip Top Party located on the hotel's twelfth floor. The Mystery, Inc. gang visit a Halloween carnival on Halloween night; however, when the magician "The Amazing Krudsky" (voiced by Wayne Knight) does not allow Scooby to see his show, he and Shaggy accidentally expose Krudsky as a fraud during one of his acts, resulting in the gang getting kicked out of the carnival. Later, the rebellious Fairy Princess Willow (voiced by Hayden Panettiere) enters Krudsky's tent, where he secretly reveals his wishes to become a real magician. The fairy inadvertently causes Krudsky to notice her on the Goblin Scepter in a spell book, which can be combined with fairy magic to control Halloween. Krudsky then gets an idea to obtain the scepter and rule the world with it. Willow decides to toy with him, but while flying, she accidentally slams her small body against a metal chair knocking her out; Krudsky then crushes her with his flyswatter. When he notices her cry of pain from being crushed, he sees that she is a real fairy, kidnaps her, and absorbs her magical powers, thus becoming a real magician.

The character 'Kuttichathan' is formed on the basis of the specialties of a deity popularly known as 'Chathan' who is being worshiped mainly in the south Indian state, Kerala. There are cruel magicians everywhere in the world. One of them is the Karimbhootham (black magician), who enslaved an invisible spirit with his magic spells, whom he calls Kuttichathan ("Little Ghost" in English and "Chhota Chetan" in Hindi). Two boys and a girl befriend Kuttichathan by accident and release him from the grip of the magician. They understand that this Chathan is friendly to kids and is a very good friend. Therefore, the girl promises to keep Kuttichathan in a house for two reasons: one, her father drinks too much, so she wants Chathan, who is a very good magician, to make him himself, as her mother has died, there is no one to control him; second, Chathan, being a small boy, also drinks a lot. He could drink all that her father drinks, thereby changing her father's attitude.

At the beginning of the movie Casper is on a train full of ghosts, with no idea of where he is and is completely unaware that he is a ghost himself. Instead of going to Ghost Central, where the train is headed, he is kicked off the train. Casper then finds himself in the city of Deedstown, where he unintentionally scares all of the town's citizens. Only then does Casper realize that he is in fact a ghost.
