Man With A Plan was an independently produced satire released in 1996, starring dairy farmer and actor Fred Tuttle as himself in a fictional story that finds him running for the U.S. House of Representatives. Since its release, it has remained a local cult classic in Vermont. Many details of the film can be read as poking fun at certain public figures and groups in Vermont; for example, Fred describes himself as being affiliated with the "Regressive Party," a clear reference to the Vermont Progressive Party. The fictional incumbent Representative William Blachly also bears a definite resemblance to Vermont Senator Patrick Leahy. Parts of the film also seem to satirize American politics, in ways that the voice-over narration makes explicit—for example, it is made very clear at the beginning of the film that Fred's main reason in running for office is that he lacks the skills, strength, and education for any other job that would be lucrative enough to pay his father's costly medical bills. It is also made obvious during the campaign section of the film that Fred's victory is entirely the result of his charisma and charm, rather than of any amount of political savvy or wisdom.

Tuttle would go on to run for office for real, for the United States Senate in 1998. He won the Republican nomination and eventually was defeated by Democratic incumbent Senator Patrick Leahy, whom Tuttle famously endorsed.

Most of the characters in the film are not named. A girl disguises herself as a boy to go attend the 2006 World Cup qualifying match between Iran and Bahrain. She travels by bus with a group of male fans, some of whom notice her gender, but do not tell anyone. At the stadium, she persuades a reluctant ticket tout to sell her a ticket; he only agrees to do so at an inflated price. The girl tries to slip through security, but she is spotted and arrested. She is put in a holding pen on the stadium roof with several other women who have also been caught; the pen is frustratingly close to a window onto the match, but the women are at the wrong angle to see it.

During the 1977 El Salvadoran presidential elections, amid public unrest and a guerrilla uprising, the military regime sends death squads to detain, torture and kill any people who speak out against its human rights record. Claude Hooper Bukowski, an Oklahoma farm boy, heads to New York City to enter the Army and serve in the Vietnam War. In Central Park, he meets a troupe of free-spirited hippies led by George Berger, a young man who introduces him to debutante Sheila Franklin when they crash a dinner party at her home. Inevitably, Claude is sent off to recruit training in Nevada, but Berger and his band of merry pranksters - including Woof Daschund, LaFayette "Hud" Johnson, and pregnant Jeannie Ryan - follow him to give a sendoff. They are met at the base's main gate by a surly MP, who doesn't like their looks and demands that they leave. Accordingly, Sheila flirts with an off-duty Sergeant in order to steal his uniform, which she gives to Berger. He uses it to extract Claude from the base for a last meeting with Sheila, taking his place. However, while Claude is away, the unit is suddenly rallied and flown out to Vietnam; Berger, whose ruse is somehow never detected, is taken with them. The film ends with the main cast singing at Berger's grave, followed by scenes of a large anti-war protest outside the White House in Washington, DC.

Hansel Schmidt is an East German "slip of a girly boy" who loves rock music, and is stuck in East Berlin until he meets Luther Robinson, an American soldier. Luther falls in love with Hansel and the two decide to marry. This plan will allow Hansel to leave communist East Germany for the capitalist West. However, in order to be married, the couple must consist of a man and a woman. Hansel's mother, Hedwig, gives her child her name and passport and finds a doctor to perform a sex change. The operation is botched, however, leaving Hansel – now Hedwig – with a dysfunctional one-inch mound of flesh between her legs, the eponymous "Angry Inch".
