The film marked the directorial debut of Koster, who was forced to emigrate from Germany by the Nazi party following his next film and later went on to be a leading Hollywood director. Billy Wilder may have also worked on the screenplay, although he remained uncredited.

John Cardwell (Adolphe Menjou), a trombone player, is only one of a large group of unemployed musicians. He tries unsuccessfully to gain an interview and audition with Leopold Stokowski, but not to disappoint his daughter, Patricia (Patsy) (Deanna Durbin), he tells her that he has managed to get the job with Stokowski's orchestra. Patsy soon learns the truth, and also learns that her father, desperate for rent money, has used some of the cash in a Lady's evening bag he has found, to pay his debts.

Georgi (Danny Kaye), an illiterate member of a wandering band of Gypsies led by Yakov (Walter Slezak) escapes from a travelling medicine show after he innocently lets slip that the elixir they're selling is a fraud. Tired and hungry, he wanders into the small town of Brodny and whilst trying to sample the contents of a horse's feedbag, he's arrested as a vagrant and sentenced to hang the next day by a corrupt police chief (Alan Hale Sr.), desperate to prove his efficiency.

Elwood P. Dowd (Stewart) is a middle-aged, amiable (and somewhat eccentric) individual whose best friend is an invisible 6' 3.5" tall rabbit named Harvey. As described by Dowd, Harvey is a pooka, a benign but mischievous creature from Celtic mythology who is especially fond of social outcasts (like Elwood). Elwood has driven his sister and niece (who live with him and crave normality and a place in society) to distraction by introducing everyone he meets to his friend, Harvey. Robert Leaf (James Stewart) is an American college professor whose precocious son Erasmus (Bill Mumy) is a mathematical prodigy. After using his skills for gambling at the racetrack, it is discovered that Erasmus is infatuated with model and actress Brigitte Bardot.
