A series of volcanoes erupt in Japan. The eruption at Mt. Futago (in Shizuoka Prefecture) attracts Gamera, whose arrival is witnessed by a young boy named Eiichi. Gamera then climbs up and into the volcano. A research team is dispatched to the volcano to find Gamera and study the effects of the eruption. Abandoned by their father deep in a forest, young Hansel and Gretel enter a gingerbread house and are captured by a cannibalistic witch. The witch forces Hansel to continuously eat candy to fatten him up, and enslaves Gretel, ordering her to prepare the oven, but the siblings outsmart her and incinerate her in the fire of the oven. In the fifteen years that follow, Hansel and Gretel become famed witch hunters, slaying hundreds of witches. The pair find that they are somehow immune to spells and curses, but the incident in the gingerbread house has left Hansel diabetic. Captain Joe Ryan is salvaging for treasure off the coast of Ireland, when a volcano erupts, nearly sinking his ship. Ryan and his first officer, Sam Slade, take the ship to Nara Island for repairs. Set after the events of Gamera, a meteorite collides with the rocket transporting the creature to Mars. Now free, Gamera returns to Earth and destroys Kurobe Dam in Japan. At the same time three mercenaries are sent by Kano, a WWII veteran, to an island in the South Pacific to retrieve a huge opal he once found and hid in a cave. Despite warnings from the local villagers, the trio find and locate the opal, but one dies from a fatal scorpion sting. The second man, Keisuke, Kano's younger brother, is betrayed by his fellow expeditioner Onodera and apparently killed in a cave-in.

In an icy North American region, an unknown aircraft is shot down by an American fighter jet. The aircraft crashes and its cargo, a low-level atomic bomb, explodes. The resulting cataclysm awakens a giant, prehistoric monster called "Gamera", who has the appearance of a giant turtle with large tusks. Japanese scientists on an expedition (including Dr. Hidaka, Kyoko, and Aoyagi) nearby are given a "devil stone" by an Eskimo chieftain, who explains that the creature is called Gamera.

Six years after the events of the first film, Charlie B. Barkin (Charlie Sheen) welcomes his friend, Itchy Itchiford (Dom DeLuise), to Heaven, but confesses himself bored by the afterlife. Carface Caruthers, their old enemy (Ernest Borgnine), steals Gabriel's Horn, attempts to pass through the Pearly gates using the music they perform in order to open it so he can leave Heaven with the horn, but it closes on him to protect it from being stolen. He winds up getting stuck on it when he tries to head to the other side and then pops himself out of it. Before heading to Earth, he tries to take off his uniform, but knocks the horn down to Earth, causing him to dive into the purple cloud hole and catch it before it lands into the ocean, but loses it after getting hit by an airplane and sucked into the engines. Continuing to fall to Earth, he sees that the horn ended up somewhere in San Francisco.

The story starts in a forest called Holiday Woods with seven trees containing doors leading to towns representing various holidays: Valentine's Day, St. Patrick's Day, Easter, Thanksgiving, Christmas, Halloween and the Fourth of July. Halloween Town is a fantasy world filled with citizens such as deformed monsters, ghosts, ghouls, goblins, vampires, werewolves and witches. Jack Skellington, a skeleton known as The Pumpkin King, leads them in organizing the annual Halloween holiday. However, in a monologue, Jack reveals he has grown weary of the same routine year after year, and wants something more. Wandering dejectedly in the woods, he stumbles across the seven holiday doors and accidentally opens a portal to Christmas Town, whose residents are charged with organizing the annual Christmas holiday. Impressed by the bright and cheery feeling and style of Christmas, Jack presents his findings and his understanding of Christmas, to the Halloween Town residents. However, they fail to grasp his meaning and compare everything to their ideas of Halloween, although there is one Christmas character they can relate to: the fearsome lobster-like king of Christmas Town who flies at night, named "Sandy Claws". Meanwhile, Jack who barely understands Christmas himself, obsessively tries to study the holiday but fails to grasp any further meaning of it. He ultimately decides that since he cannot understand it, he should improve it, and announces that the citizens of Halloween Town will take over Christmas this year.
