In France in 1719, Philippe II, Duke of Orléans is the regent for the young Louis XV. He is sophisticated, gentle, a liberal and a libertine. He endeavours to keep his subjects cultured and happy to stop the peasants from rising up, but he knows he has no real royal authority. To assist him, d'Orléans enlists the aid of an atheistic and venal priest named Guillaume Dubois, who is as much of a libertine as Philippe, and unfortunately does not care for anyone except himself. At the beginning of the movie, a very gruesome scene shows the autopsy of Marie Louise Élisabeth d'Orléans, Duchess of Berry, elder daughter of the Regent. The voluptuous young princess expires on 21 July 1719, her health fatally ruined by her debauched life and a series of clandestine pregnancies. Notoriously promiscuous, Joufflotte ("chubby") as she was nicknamed because of her generous proportions, was rumored of committing incest with her father. The autopsy reveals that the Rubenesque princess was again pregnant. Philippe is very much affected by her death. Meanwhile, a rebellion led by a Breton squire named Pontcallec occurs. Philippe's natural idealism is further shaken when he is forced to execute Pontcallec's band of revolutionaries. Dubois, however, tries to take advantage of the revolt and subsequent famine to become archbishop. It becomes apparent that true joy will only be found when the peasants successfully overthrow the aristocrats who have held them down for so long.

In the year 60 B.C. a group of Druids, including the arch-druid Guttuart (Max von Sydow), witness the passing of a comet and interpret it as the sign of the coming of a king for their country Gaul, which has not had a king for a long time. Guttuart goes to Gergovia, the capital of the Arvernes tribe, to attend a meeting of Gallic tribal chieftains. The young boy Vercingetorix, along with his friend the young girl Eponia, sneak into a large cavern where Celtill, Vercingetorix's father and chieftain of the Arvernes, hosts the meeting of chieftains with the intention of proclaiming himself king of all Gauls. When Celtill shows off the crown once worn by the old kings of Gaul, an arrow from two Roman spies (dressed as Gauls) hits Celtill in the back. Gobanittio, Celtill's brother, places Celtill under arrest while the Roman spies flee with the crown. Vercingetorix tries to rush in to help his father, but Guttuart prevents the young boy from intervening and explains that destiny requires Celtill to meet his fate. The young Vercingetorix, while watching his uncle burn his father alive, swears revenge.

The humane Captain Crawford (Guinness) is in command of the warship HMS Defiant during the French Revolutionary Wars. In 1792, at the bloody height of the French Revolution's Reign of Terror, vengeful French mobs are outraged when again and again French aristocrats are saved from death by the audacious "Band of the Scarlet Pimpernel", a secret society of 20 English noblemen, "one to command, and nineteen to obey". Among the latest scheduled for execution are the Count de Tournay, former ambassador to Great Britain, and his family. However, one of the Scarlet Pimpernel's men visits them in prison disguised as a priest and gives them a message of hope. As the prisoners are being escorted to the cart to be taken to the guillotine, the guards take the count away; French leader Maximilien Robespierre wishes to question him further. The countess and her daughter are rescued and spirited away to England.
